ODOT Releases Request for Proposals for Construction Manager/General Contractor for the I-5 Rose Quarter Improvement Project

PORTLAND – The Oregon Department of Transportation today released a Request for Proposals (RFP) for a Construction Manager/General Contractor (CM/GC) for the Portland-area I-5 Rose Quarter Improvement Project. The CM/GC will provide input during the design phase, including helping to optimize project elements, increase efficiency, and identify and mitigate risks before the start of construction. The CM/GC will help make informed decisions on how to reduce cost, save time, and ensure community values are incorporated during project construction.

The CM/GC project delivery process is a unique effort to create a path that allows for investment in the historic Albina district and is intentional to fit the needs of the I-5 Rose Quarter Improvement Project. This process allows the contractor to join the project team early in design and use a variety of innovative tools for increased community engagement and inclusion of Disadvantaged Business Enterprise (DBE) firms and maximizes the opportunity to help build the capacity of minority-owned businesses for current and future projects.

The RFP will remain open for five weeks. A mandatory pre-proposal conference is scheduled for April 28. To be in compliance with the Governor’s Executive Order regarding COVID-19 safety measures, the meeting will be held via video conference or teleconference or both.
