Socially-Disadvantaged Group Grants Program

USDA is making grants available under the Socially-Disadvantaged Group Grants (SDGG) program. Eligible applicants include cooperatives, groups of cooperatives and cooperative development centers.  The grants are intended to help disadvantaged groups develop the capacity to implement plans and undertake projects to improve economic and social conditions.

A socially disadvantaged group is one whose members have been subjected to racial, ethnic or gender prejudice because of their identity as members of a group without regard to their individual qualities.

Electronic applications must be submitted to grants.gov by June 3, 2019, at midnight. Paper applications must be postmarked and mailed, shipped or sent overnight no later than June 7, 2019. Paper applications can be submitted to the applicant’s nearest USDA office by June 7, 2019, at close of business local time. Additional information is available on page 13877 of the April 8 Federal Register.

USDA encourages applications that will support recommendations made in the Report to the President of the United States from the Task Force on Agriculture and Rural Prosperity (PDF, 5.4 MB) to help improve life in rural America. Applicants are encouraged to consider projects that provide measurable results in helping rural communities build robust and sustainable economies through strategic investments in infrastructure, partnerships and innovation. Key strategies include:

  • Achieving e-Connectivity for Rural America
  • Developing the Rural Economy
  • Harnessing Technological Innovation
  • Supporting a Rural Workforce
  • Improving Quality of Life

Rural Cooperative Development Grant Program

USDA is seeking applications for grants under USDA’s Rural Cooperative Development Grant program (RCDG).

This program helps improve economic conditions in rural areas by helping individuals and businesses start, expand or improve rural cooperatives and other mutually-owned businesses. Nonprofit corporations and institutions of higher education are eligible to apply. Public bodies, for-profit business and individuals are not eligible. USDA expects to award up to $5.8 million for Fiscal Year 2019.

The maximum grant award is $200,000. Grants may be used to develop and operate a rural cooperative development center that could provide the following technical assistance and other services to rural businesses:

  • Conducting feasibility studies;
  • Developing business plans; and
  • Providing leadership and operational improvement training.

Business & Industry Loan Guarantee Program

Applications are accepted from lenders through USDA local offices year- round.

USDA is accepting applications for the Business & Industry Guarantee Program. This program bolsters the availability of private credit by guaranteeing loans for rural businesses. 

Eligible applicants include lenders with the legal authority, sufficient experience and financial strength to operate a successful lending program.  This includes federal or state-charted banks, savings and loans, farm credit banks, and credit unions.

The agency encourages applications that will help improve life in rural America. Please reference the Interagency Task Force on Agriculture and Prosperity found at www.usda.gov/ruralprosperity. Applicants are encouraged to consider projects that provide measurable results in helping rural communities build robust and sustainable economies through strategic investments in infrastructure, partnerships, and innovation. The Calls to Action include:

  • Achieving e-Connectivity for Rural America;
  • Developing the Rural Economy;
  • Harnessing Technological Innovation;
  • Supporting a Rural Workforce; and
  • Improving the Quality of Life.

In addition, discretionary points will be awarded under the following four categories:

  1. Leverage Investments in Opportunity Zones;
  2. High Poverty Area; and
  3. Substance Use Disorder.

Applications are being accepted year-round for the 2019 funding cycle that runs October 1, 2018 through September 30, 2019. Applicants are encouraged to contact a local Business & Cooperative Program Specialist or the State Office for more details about the application requirements and process.

Value Added Producer Grant Program

A Notice of Solicitation will be released in the federal register announcing application windows for Fiscal Year 2019.

Want more revenue by adding value to your agricultural products? USDA Rural Development may be able to help through our Value-Added Producer Grant program (VAPG). This program helps agricultural producers enter into value-added activities related to the processing and/or marketing of bio-based, value-added products. Generating new products, creating and expanding marketing opportunities, and increasing producer income are the goals of this program.

USDA developed this program to provide funds to aide in economic planning activities or eligible working capital expenses. The assistance is available to:

  • Independent producers;
  • Agricultural producer groups;
  • Farmer or rancher cooperatives; and
  • Majority-controlled producer-based business.
