1. This message announces the PY24 IDPL selection, retention and continuation
boards, zone sizes, and opportunities of selection. Signal numbers (SIGNOs) 
referenced below are from REF A, promulgated March 2023 and available on
the PSC-RPM-1 website at: https://www.dcms.uscg.mil/RPM-1/Boards_And_Panels/. 
Members should notify PSC-RPM-1 of any changes to their name not reflected
in the 2023 Register of Officers.
2. PY24 IDPL promotion zones are dependent upon the ADPL promotion zones. 
Reserve officers are in the promotion zone when their active duty running mates
are in the promotion zone, as determined by the Active Duty Promotion List (ADPL)
outlined in REF H. The IDPL promotion zone includes all officers considered for
promotion for the first time and all officers previously considered and not
selected. The opportunity of selection (OOS) applies to this combined zone to 
control the promotion flow to meet expected vacancies.  
3. Approximately 30 days prior to the convening of each selection board, an 
ALCGRSV message will be released announcing the names of officers who will be
considered for promotion. Announcements of zone sizes and opportunities of
selection for IDPL Chief Warrant Officers (CWO) will be issued separately. If
your name does not appear on the ALCGRSV and you believe you should be in-zone
for consideration, contact the PSC-RPM-1 Boards and Panels Section immediately at
HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil.
4. RDML Selection Board: IAW REF C and Sections 3740 thru 3742 of REF C, the RDML 
Selection Board convenes on 11 July 2023 to consider CAPTs with a date of rank 
(DOR) of 01 July 2021 or earlier. The zone will consist of the most junior
officer in the grade of CAPT, CAPT Neal P. Kite, SIGNO 298C, and those CAPTs
senior thereto on the IDPL. The Board may recommend one of those officers who are
eligible.
5. CAPT Retention Board: IAW REF B and Section 3752 of REF C, the CAPT Retention
Board convenes on 11 July 2023 to consider all CAPTs in an active status who have
18 years or more service towards retirement, except CAPTs who meet one of the
following conditions:
   a. are on a list of selectees for promotion,
   b. will complete 30 years total commissioned service by 30 June 2024,
   c. will have reached age 59 by the date the board is convened, or
   d. are on extended active duty.
All CAPTs who are not recommended for retention will be given the opportunity to 
retire at the conclusion of 20 years of qualifying service towards a non-regular 
retirement or be transferred to the Standby Reserve, Inactive Status List (ISL), 
no later than 30 June 2024. The Board shall recommend 13 Captains for 
non-retention.
6. CAPT Selection Board: IAW REF B and Sections 3740 thru 3742 of REF C, the CAPT 
Selection Board convenes on 17 July 2023 to consider eligible candidates
consisting of CDR Benjamin J. Lehrfeld, SIGNO 733A, and those CDRs senior thereto
on the IDPL. The zone is approximately 24 members with a stated OOS of 50
percent.
7. CDR Continuation: IAW REF B the CDR Continuation Board will convene on 17 July 
2023. Eligibility and criteria for continuation are contained in REF I and 
section 23.a of this message.
8. CDR Retention Board: IAW REF B and Section 3752 of REF C, the CDR Retention 
Board will convene on 17 July 2023 to consider all CDRs in an active status with
18 years or more service towards retirement, except CDRs who meet one of the 
following conditions:
   a. are on a list of selectees for promotion,
   b. will complete 30 years total commissioned service by 30 June 2024,
   c. will have reached age 59 by the date the board is convened, or
   d. are on extended active duty.
All CDRs who are not recommended for retention will be given the opportunity to 
retire at the conclusion of 20 years of qualifying service towards a non-regular 
retirement or be transferred to the ISL, no later than 30 June 2024. The Board 
shall recommend 26 CDRs for non-retention.
9. CDR Selection Board: IAW REF B and Sections 3740 thru 3742 of REF C, the CDR 
Selection Board convenes on 24 July 2023 to consider eligible candidates 
consisting of LCDR Mary E. Morgan, SIGNO 1934C and those LCDRs senior thereto on
the IDPL. The zone is approximately 73 members with a stated OOS of 56 percent.
10. LCDR Continuation: IAW REF B, the LCDR Continuation Board will convene on 24 
July 2023. Eligibility and criteria for continuation are contained in REF I and 
section 23.a of this message.
11. LCDR Retention Board: IAW REF B and section 3752 of REF C, the LCDR Retention 
Board will convene on 24 July 2023 to consider all LCDRs in an active status with 
18 years or more service towards retirement, except LCDRs who meet one of the 
following conditions:
   a. are on a list of selectees for promotion,
   b. will complete 30 years total commissioned service by 30 June 2024,
   c. will have reached age 59 by the date the board is convened, or
   d. are on extended active duty.
All LCDRs who are not recommended for retention will be given the opportunity to 
retire at the conclusion of 20 years of qualifying service towards a non-regular 
retirement or be transferred to the ISL, no later than 30 June 2024. The Board 
shall recommend 30 LCDRs for non-retention.
12. LCDR Selection Board: IAW REF B and Sections 3740 thru 3742 of REF C, the
LCDR  Selection Board convenes on 07 August 2023 to consider eligible candidates 
consisting of LT Julia I. Mundy, SIGNO 3609A and those LTs senior thereto on the
IDPL. The zone is approximately 109 members with a stated OOS of 55 percent.
13. LT Continuation: IAW REF B, the LT Continuation Board will convene on 07
August 2023. Eligibility and criteria for continuation are contained in REF I
and section 23.a of this message.
14. LT Selection Board: IAW of REF B and Sections 3740 thru 3742 REF C, the LT 
Selection Board convenes on 18 September 2023 to consider all LTJGs whose running 
mate has a DOR of 01 July 2022 or earlier. The zone is approximately 57 members 
with a stated OOS of 90 percent.
15. Changes to the ADPL directly correlate to changes to the IDPL. Officers 
returning to an active status in the Reserve from EAD and officers affiliating
with the Reserve after the date of this message should confer with RPM regarding
their status prior to their potential promotion board.
16. All officers shall ensure their Reserve Member Balance and Direct Access (DA) 
information is accurate.
17. Officers with approved retirements or separations on file, who have not been 
retired or separated prior to the board convening, will appear before the board. 
A list of officers approved for retirement will be provided to the board.
18. IAW Article 5.E.2.b. of REF E, no officer shall delay their OER past the
normal submission month. Extensions will not be granted. LTJGs in zone for LT
must have an end of period of 30 June 2023 vice 31 July 2023. All OERs should
arrive at CG PSC-RPM-1 NLT 45 days after the end of reporting period, and no
later than 14 days prior to a board convening date. Rating chains and OER
administrators shall expedite submission of these OERs to ensure eligible
officers have up-to-date performance files prior to boards convening. All OERs
should be e-mailed to: HQS-SMB-CGPSC-RPM-OER@uscg.mil.
19. REF G identifies those documents in an officer's Coast Guard Military Human
Resource Record (CGMHRR) that are permitted to be viewed by Selection Boards,
data contained in Direct Access, and communications from candidates properly
submitted to the board. As stated in paragraph 7.d of REF G, ensign OERs are
masked from view at IDPL selection boards for LCDR and above. The LTJG and LT
selection boards will continue to view ensign OERs of candidates.
20. Officers are encouraged to review their Employee Summary Sheets (ESS). The
ESS provides a consolidated view of a member's information as it appears in the
Coast Guard's enterprise-wide human resources management system, Direct Access.
21. All officers requesting candidacy are also encouraged to review their 
official CGMHRR. To find out more about viewing your CGMHRR via iPERMS, visit

22. Officers eligible for selection and/or retention desiring to submit 
communications to the board must follow the guidelines of paragraph 10.d of REF D
and Article 3.A.4.f. of REF E. Communications should be sent via e-mail as a 
command endorsed, electronically signed memo to: HQS-SMB-CGPSC-RPM-BoardsPanels
@uscg.mil to arrive no later than the day before the board convenes. Early 
submission of communications to the board is strongly encouraged to allow 
adequate time for correction should a submission contain unauthorized content.
Communications that do not fully comply with the above references will not be
accepted and returned to the officer for editing if time permits. Non-compliant
wording not corrected by the officer will be redacted from the memo or 
endorsement prior to releasing it to the Board President for consideration.
23. Guidance to officers not selected for promotion is included in Chapter 7.A
and 8.A. of REF I. PSC-RPM will make non-selection notifications to commands
prior to releasing the approved board results.
   a. IAW REF I, IDPL CDRs, LCDRs, and LTs who have received their second non-
selection for promotion, who have less than 18 years of total qualifying service, 
will be considered for continuation in an active status by a board. For CDRs and
LCDRs, this will be a one-time board. LTs will continue to be considered annually 
until they are either selected for promotion or become retirement eligible. The
requirements for continuation in active status are described below:
     (1) Have less than 18 years of satisfactory federal service for retirement,
     (2) Have 75% of total commissioned service as satisfactory years for 
         retirement,
     (3) Have three of the last four years met requirements for satisfactory 
federal service for retirement,
     (4) Have documentation of sustained active participation in performance 
         records, and
     (5) Have solid performance in current grade, documented in OER.
   b. LTJGs twice non-selected will not be retained. If the officer is twice 
non-selected and does not meet the criteria in Article 7.A.6.c of REF I, the 
officer will be honorably discharged by 30 June 2024 if they have less than 18
years of creditable service towards retirement.
   c. Officers twice non-selected with more than 18 years of creditable service
will be retained until they have 20 years of creditable service, IAW Article 8.C
of REF I. Officers with 20 or more years creditable service must submit an 
approved Reserve Retirement Request, (CG-2055A) NLT 01 March 2024 for a 01 July
2024 retirement, or they will be transferred to the ISL.
