Kentucky education stakeholders, policymakers to meet on accountability standard-setting

(FRANKFORT, KY) – A group of education stakeholders and policymakers will gather in Frankfort on June 22 and 23 to participate in a critical part of the accountability standard-setting process.

The meeting will culminate in the recommendation of cut scores that will define performance expectations for each indicator and the Overall School Performance Rating in Kentucky’s accountability system.

The meetings will begin at 8:30 a.m. ET at 300 Sower Blvd. in the State Board Room.      

In September 2022, a committee of 26 Kentuckians met across multiple days to recommend the numerical cut scores for the Status (current year performance) component of the state’s accountability indicators. Beginning with 2022-2023 data, the state must add the Change component (difference between current year and prior year) to the evaluation of each indicator, and assign Indicator Performance Ratings that are determined by the combination of Status and Change.

The inclusion of the Change component in the accountability system requires another accountability standard-setting. Due to the increased complexity of adding Change to the system, this year’s standard-setting will be completed in two phases.

During the first phase, on June 22-23, panelists will discuss Status and Change Rating performance level descriptors (PLDs) for each indicator individually, and an Overall School Performance Rating that aggregates all available indicators.

Those PLDs will provide educators, teachers, families and students with descriptive information about the meaning of Status and Change, and each color-coded Indicator and Overall School Performance Rating.

For 2022-2023, schools will receive ratings based on outcomes across these indicators:

  • State Assessment Results for Reading and Mathematics: Based on student performance on tests in reading and mathematics;
  • State Assessment Results for Science, Social Studies and Writing: Based on student performance on tests in science, writing and social studies; 
  • English Learner Progress: Based on English learners’ growth on an English proficiency exam;
  • Quality of School Climate and Safety: Based on results of student surveys;
  • Postsecondary Readiness: High school only. Based on grade 12 graduates and nongraduates meeting either academic or career readiness as defined in Kentucky’s accountability system; and
  • Graduation Rate: High school only. Based on the percentage of students who graduate within a specified period compared with the cohort of students who started high school the four years prior.

The PLDs will be used to inform the recommendations of panelists during the second phase of the standard-setting in September. At that time, panelists will use the PLDs along with school indicator data to set the cut scores for colors of Overall School Performance Ratings from red to blue. 

The panel also will recommend cut scores for each indicator to allow reporting of Indicator Status Ratings of very low through very high, Indicator Change Ratings of declined significantly through increased significantly, and colors of Indicator Performance Ratings based on combined Status and Change Ratings for each indicator.
