Oliver McGowan Mandatory Training on Learning Disability and Autism

The Oliver McGowan Mandatory Training on Learning Disability and Autism is named after Oliver McGowan, whose death shone a light on the need for health and social care staff to have better training on Learning Disability and Autism.  

The Health and Care Act 2022 introduced a requirement that providers registered with the CQC must ensure their staff receive learning disability and autism training appropriate to their role.   

The Oliver McGowan Mandatory Training on Learning Disability and Autism is the standardised training that was developed for this purpose and is the government's preferred and recommended training for health and social care staff.  

It ensures that staff across health and social care develop a common understanding of key issues and that consistent language is used across health and care organisations.

The NHS Shropshire Telford and Wrekin (NHS STW) are responsible for the roll out of this training across the Integrated Care System and have set up a Stakeholder Group to facilitate this.  NHS STW is required to provide compliance data to NHS England for all system partners including our independent providers - the Stakeholder Group will be overseeing the reporting.  

Joint Training has been asked by NHS England to work with NHS STW to develop a framework to implement this training locally. We are currently working on the initial set-up for delivery of this training. This is in the early stages, however we are delighted to tell you that our first trio has been accredited to deliver Tier 1 training and we are working hard to accredit further trios and trainers for both Tier 1 and Tier 2 training.  We will be communicating further information about when this will be available soon. 

While work is ongoing, the eLearning module is now available, and we encourage you to enrol staff on this as a first step.  

Developing capacity for training delivery 

To assist scoping for the training delivery, the ICS are requesting the following information:  

  • Number of staff employed by the organisation 
  • Number of staff who will need Tier 1 training (1-hour live learning webinar) 
  • Number of staff who will need Tier 2 training (one day face to face)
  • Number of staff (if any) who have already completed the e-Learning module via another system (E-Learning for Health or your own in-house system)
  • Is your organisation considering accessing Train the Trainer for Oliver McGowan Mandatory Training in Learning Disability and Autism so that you can deliver Tier 1 and/or Tier 2 training inhouse to your employees?
  • Is your organisation is already accessing or providing Learning Disability and Autism training?

Please use the MS Form ICS OMMT Scoping questionnaire to provide this information.

Oliver McGowan Draft Code of Practice Consultation – Have your say!

As set out in the Health and Care Act 2022, the government is required to publish a Code of Practice. The purpose of the Code is to explain what is meant by training that is ‘appropriate to the person’s role’ and to provide guidance on how to ensure all staff receive such training.   

 On 27th June 2023, the government launched a consultation on the Oliver McGowan draft Code of Practice on statutory learning disability and autism training.  The public consultation on the draft Code will run for 12 weeks.  Following this, the government will consider all consultation responses to inform any final changes to the draft Code of Practice.

Annex C of the draft Code sets out the consultation questions for consideration and provides the opportunity to share your views on the draft Code. 

It is anticipated the Code of Practice will be published towards the end of the year.  


New - Suicide First Aid: Children & Young People (SFA:CYP)

We are very pleased to be able to offer our new Suicide First Aid: Children and Young People (SFA:CYP) course. 

This 1 day session focuses on developing skills and knowledge around how we might support a child or young person around suicide using a practical 3-step suicide safety guide. 

We will help you consider how you might:

  • Recognise a young person in distress and feel confident to ask them about suicide,
  • Listen and Explore with the person what is contributing to their distress

We will also help you feel confident to involve the child or young person in producing a suicide safety plan to help keep them safe for now - this includes considering appropriate support and services to link the person up with relevant to what may be causing their distress. 

This session is looking at a ‘First Aid’ response to suicide, what we can do in that moment to get that young person from a place of danger to a place of safety.  

We know that in 2021, 625 people between the age of 10 and 24 took their own life in England and Wales, not to mention those who may have attempted or thought about suicide. This is a great course for those working in education or with children and young people who may be at risk of suicide - next course date is 3rd Nov. Individuals who attend Greenacres Farm enjoyed a Mental Capacity Certificate Presentation on 8th June.  In partnership with Joint Training, staff and management at Greenacres have enabled learning that supports people to know their rights, make choices and empower their decision making.  "It's all about me and my rights, supporting me when making choices"

Nicola Davies, Learning Development Officer Mental Health and Sue Iley, Business Support Officer had a fabulous time at the Shropshire County Agricultural Show in May spreading awareness around Suicide and Mental Health in the farming community. The sun was shining and it was a great day for conversations and partnership working! We very much look forward to next years show.
