Welcome New CTE Colleague
Please join the Career and College Readiness Department in welcoming Obe Quarless to our team. Obe accepted the Jobs for Washington’s Graduates (JWG) Field Supervisor position with the Career and Technical Education Office. September 12 was his first day.
Obe comes to us from the College Success Foundation where he worked as the college-readiness advisor serving students whom were low-income at Foss High School in Tacoma, WA. He also has 4 years of recruitment, financial aid, and academic advising experience as an admission counselor for Pacific Lutheran University. Outside of education, Obe is also an accomplished steel pan musician.
He received his Bachelor of Arts from Whitworth University in music and is currently finishing his Masters in Music Performance from Northern Illinois University.

OSPI Website. Where Did The CTE Drop Down Menu Go?
OSPI is addressing ADA website compliance and the drop down menus have been eliminated. In order to help you navigate the OSPI website, there are two-ways to access CTE from the OPSI homepage.
Offices & Programs
1. Select the "Offices & Programs" tab.
2. Under "Quick Links" the first bulleted item is Career and Technical Education.
3. Select "Career and Technical Education", it will take you to the CTE homepage.
Family Resources
1. Select the "Family Resources" tab located in the middle of the OSPI homepage.
2. Select "Career and Tech Ed", the first bulleted item at the top of the third column, it will take you to the CTE homepage.
Perkins
This is a
friendly reminder the Perkins 5-Year Plan, Form Package 215 and Perkins End of Year Report, Form Package 477, is due on
9/30/2016.
Applications
not received by the deadline will not be considered for funding.
Please
note, OSPI will provide feedback on applications within 45 days of receipt.
Once OSPI has taken action, the district will have 30 days to address the
changes requested. The process of responding to changes may require some
ongoing communication; any "back and forth" communication between the
district and OSPI must take place within this 30-day window (i.e. don't wait
until day 28 to address the changes and resubmit, for there may be additional
changes requested of you which may put you outside of the 30-day window). Once
you have submitted your "final" application, OSPI will issue approval
within 15 calendar days.

House Passes Perkins Reauthorization Bill
The U.S. House of Representatives passed H.R. 5587, the Strengthening CTE for the 21st Century Act, by a vote of 405 to 5 on September 13, 2016.
ACTE and Advance CTE applauded the bill’s passage in a joint statement on the bill:
The passage of H.R. 5587 is an important step toward reauthorizing the primary federal legislative investment in Career Technical Education (CTE). The bill would afford states and local secondary and postsecondary recipients the flexibility to build upon their existing efforts to deliver high-quality CTE programs while also promoting innovation and program alignment, all within a framework of streamlined administrative requirements and a more intentional focus on local needs. The legislation will ultimately help fuel the talent pipeline and prepare workers for the high-skill, high-wage, high-demand careers of the 21st century.
Perkins reauthorization efforts have now shifted to the Senate.
iGrants Due Dates
There are 16 iGrant form packages open. Please note that 7 form packages are due this month. The CTE team is partnering with business and industry and other agencies to read through the iGrant form packages and determine award winners.
2016 Fall Professional Development & Technical Assistance
The state CTE Pathway Supervisor will be providing technical assistance/support throughout the state,
beginning in October, to ensure district personnel understand the required
framework components. If, after one year, your submissions are not brought up
to standard, the conditional approval will expire.
The below dates and
locations have been confirmed. Each training day will be held from 9:00 AM -
5:00 PM. Please hold the dates below which correspond to your ESD. Specific locations are being determined. Final notification will be sent to the CTE directors.
CTE Course Equivalencies
It has been brought to
our attention that there is some confusion with regards to CTE course
equivalencies when submitting data to CEDARS. The following information is
intended to help facilitate this process:
- When reporting to CEDARS, districts must
identify whether or not a course is a CTE course using Elements D10 and H17.
- For every course reported as CTE using
Elements D10 and H17, the district must indicate whether or not the course is a
Statewide Equivalency Course using Elements D12 and H28.
- Unless the course was offered using an unmodified,
state-developed framework, districts
should enter a value of “C – No Course Equivalency”. If the course was offered
using an unmodified,
state-developed framework, the district must select “A – Statewide Equivalency
Course”.
- While a district may have determined a CTE
course to be equivalent at the local level, for reporting purposes we are
currently only tracking data on Statewide Equivalency Courses.
For every course the district identifies
as a Statewide Equivalency Course using Element H28, the district must indicate
the type of equivalent credit earned by the student using Element H29.
- Please note, this element is not designed
to track whether or not the student actually applied the course to their
transcript to meet a graduation requirement, only that the credit was made
available to them upon completion of the course.
- A student may only receive one credit upon
completion of a Statewide Equivalency Course; if the course is designed in such
a way that the student can earn either a math or science credit, for example,
only one credit may be earned by the student and reported in Element H29.
Again, please note that only courses offered using
an unmodified,
state-developed framework are considered State-Approved
Equivalencies/Statewide Equivalency Courses.

Course Re-Approval Program Review Cycle
It is important for districts to keep updated frameworks on file. The State Auditor and Consolidated Program Review teams will be reviewing them.
Conditional CTE Certificate Requirements
The 1-year conditional CTE certificate enables a school district, which cannot find a regularly certificated CTE instructor in a specific area, to hire someone who is highly qualified and experienced in that area. The certificate is subject to specific limitations and the teacher must complete a written training plan developed in coordination with the CTE administrator and the CTE advisory committee.
Limitations: (must comply with one of following)
- The candidate is highly experienced in the knowledge and occupational skills of the CTE program to be certified
- The candidate may be employed in new and emerging occupations as identified by the Professional Educator Standards Board or its designee.
Screening. The school district must verify the following screening criteria have been met:
- No person with CTE certification in the field is available.
- Certification is for a limited assignment and responsibility in a specified CTE program area.
- The candidate will be oriented and prepared for the specific assignment and will be apprised of any legal liability, the lines of authority, and the duration of the assignment.
- The CTE administrator and local program advisory committee state the basis on which they have determined that the candidate is competent for the assignment
- A written work and/or educational experience training plan is on file with the employing district.
Renewal:
- The certificate may be reissued on submission of a new application and evidence that requirements continue to be met.
Note The certificate is valid for one school year or less. The certificate is valid only for the teaching area specified on the certificate.

The Washington Association for Career and Technical Education (WA-ACTE) 2016 Excellence Award recipients were announced at the WA-ACTE Summer CTE Conference on August 9, 2016, at The Davenport Grand Hotel in Spokane. Congratulations to the winners!
Verizon Innovative Learning App Challenge
The Verizon Innovative
Learning App Challenge, a program of the Verizon Foundation in
partnership with the Technology Student Association is underway. With an
attractive grand prize for eight "Best in Nation" schools ($20,000
for each national winning school), this competition has become extremely
popular. Submissions have come from all disciplines – from STEM-focused groups
to language arts and the humanities. This contest has been increasingly
attractive because it does NOT require technology experience or computer
programming – just creativity and communication skills to come up with a
novel app idea.
Since this NASSP approved student contest
launched in 2012, almost 3,500 middle and high school teams from all 50 states
and the District of Columbia have submitted app concepts. The competition has
engaged more than 24,000 boys and girls in urban, suburban, and rural areas, including
many underserved communities. About half the winning students are female.

Employability Skills
Employability skills are general skills that
are necessary for success in the labor market at all employment levels and in
all sectors. These skills, which may be taught through the education and workforce
development systems, fall into three broad categories:
- Effective Relationships—The interpersonal skills
and personal qualities that enable individuals to interact effectively with
clients, coworkers, and supervisors
- Workplace Skills—The analytical and organizational
skills and understandings that employees need to successfully perform work task
- Applied Knowledge—The thoughtful integration of
academic knowledge and technical skills, put to practical use in the workplace
Within each of these three categories, there are nine sets
of skills.

AP Macro and Micro Economics
OSPI is offering professional development to a
limited number of teachers interested in offering a CTE course in AP Macro
and/or AP Micro Economics. This pilot program includes three one-day
workshops at the Puget Sound Skills Center from 9 a.m. to 4 p.m. with mentorship
from an experienced AP Economics/CTE teacher and a College Board
presenter.

Microsoft Imagine Academy Update
Training webinars are being offered for Microsoft Imagine Academy OneNote. Also, just released, the OneNote versions of the
MOAC 2016 books are now available on the Member site! This includes all titles
for this school year – Word, PowerPoint, Excel, Access, Word Expert and Excel
Expert. And, the full curriculum kit has been updated with a course syllabus
which includes mapping to Common Core standards. This can be found in the
Instructor Guide folder.
There will be a CCGA MTA exam available in January.
Note - the download page shows
multiple selections for the student textbook and the full curriculum kit.
Select the top two for the most up to date files. The very top student textbook
folder contains both the PDF and OneNote versions.

Family and Consumer Sciences Education
Have you ever wanted to learn how to operate a
serger? Would you like to participate in serger training and “borrow” a serger
to take back to your school until May. Attend a 3-hour workshop at Annual
conference and you will have an opportunity to take home a new serger to use in
your classroom until Spring. At that time, you can decide if your school would
like to purchase the serger, or return it. Serger skills need to be included in
all textiles courses and are part of the Precision Exam for textiles.

Graduation, Reality, and Dual-role Skills (GRADS)
In 2014, the
Washington State Department of Health and OSPI requested that the Washington
State Institute for Public Policy to conduct an outcome evaluation and
benefit-cost analysis of the GRADS program. (GRADS is a high school class for
pregnant and parenting teens.) In this
evaluation, we compare teen mothers that participated in GRADS to a group of
similar teen mothers from districts that did not offer the program.
