Over the past year DGS has pursued many endeavors. The list below features some of the highlights we accomplished in 2023. A comprehensive "Year-in-Review" will be released in the beginning of 2024 that we look forward to sharing with you - be sure to keep an eye out!
Emergency Response: The newly created Office of Statewide Emergency Resource Support at DGS provides oversight and emergency contracting assistance ensuring compliance with state procurement laws. In 2023, we managed over $94 Million in commodities and services in support of the 2022-2023 Early Winter Storms, 2022-2023 and Late Winter Storms events. Additionally, we supported response efforts to Tropical Storm Hillary and the Del Norte County fires.
Sustainability: Completed energy efficiency projects that will save 10.8 million kilowatt hours (kWh) every year, and approximately $1.4 million in annual utility cost savings. Achieved Zero Net Energy for 61% of DGS ' building portfolio, exceeding the 50% target ahead of schedule.
State Fleet: Exceeded the state's light-duty fleet zero-emission vehicle purchasing goal in FY 2022-23. The Office of Fleet and Asset Management reviewed and approved the purchase of 471 Zero-Emission Vehicles (ZEVs).
Building Standards: The California Building Standards Commission completed the 2022 Intervening Code Adoption Cycle, approving 30 code packages from various state agencies. All packages filed and set to be published by January 1, 2024.
Workforce Development: The Office of Public School Construction awarded $72.5 million for implementation grants from the Regional K-16 Education Collaboratives Grant Program. This program is a key component of a statewide strategy for cultivating regional economies, strengthening education-to-career pathways, and ensuring that education, vocational, and workforce programs operate in partnership to provide broader access for all to education and employment opportunities.
Language Access: The Office of Administrative Hearings finalized American Sign Language and Communication Access Real-Time Translation contracts that will provide timely and consistent translation services.
Workplace Efficiency: Migrated multiple legacy applications and file storage to the cloud. As DGS fully transitions to a hybrid work environment this migration allows employees and customers to utilize services from anywhere, improving security and service availability, saving on power and cooling costs, and removing dependency on a physical building.
Affordable Housing: The Real Estate Services Division selected two more firms to develop affordable housing projects on excess state sites, issued two requests for proposals (RFP), broke ground for the development of housing at the former Reedley Armory, selected a developer for the adaptive reuse of two state office buildings in Sacramento, and closed the ground lease for the second phase of the South Lake Tahoe project, the largest affordable housing project in history for that city.
