When submitting PGA data for the U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Lacey Act Program (APL), a zip code is always required in the APHIS Lacey PGA Message Set data. If the Entity Country does not have a zip/postal code (e.g., Hong Kong), please enter “NO CODE” (upper case for alpha characters) in the Entity Zip/Postal Code field. USDA APHIS Lacey will be updating its Implementation Guide with this guidance.
