As we step into March, we celebrate Women’s History Month—a time to honor the contributions of women who have shaped our communities and continue to lead in every sector. Let’s uplift the stories of the women in our lives who break barriers and inspire change.
With the arrival of spring, our city is buzzing with new opportunities and events for all ages! This Sunday marks the start of free Rondo Swim Classes, ensuring that more children in our community have access to water safety and swimming lessons. Additionally, The Loop, a brand-new program, is now offering free transportation for youth between local community centers and afterschool programs.

Honoring Officer Felicia Reilly
This week, I joined Attorney General Keith Ellison, Governor Tim Walz, Lt. Governor Peggy Flanagan, State Auditor Julie Blaha, and Council Members Jost and Johnson in paying tribute to Officer Felicia Reilly at her funeral. Officer Reilly dedicated her life to public service, and we honor her memory and contributions to our city.

Advancing Public Safety in Saint Paul
On March 12th, I introduced a policy to establish a Public Safety Committee within the City Council. Many major cities across the country have a dedicated committee that reviews public safety programs, policies, budgets, and hears directly from experts and community stakeholders. It’s time for Saint Paul to take a more structured and transparent approach to public safety, and I look forward to working with my colleagues to bring this to fruition.

Senate District 65 Town Hall Recap
On March 9th, I joined the Senate District 65 Town Hall, hosted by Senator Sandy Pappas, a steadfast advocate for Saint Paul. Alongside my colleague Council President Rebecca Noecker, State Representatives Samakab Hussein and María Isa Pérez-Vega, and County Commissioners Rena Moran and Rafael Ortega, we engaged in a robust discussion on key issues impacting our community.
We covered important topics such as immigration rights, public safety, the need for more police officers in Saint Paul, and the city’s strong separation ordinance. Medicaid and health insurance challenges remain a top concern, as we work toward ensuring accessible health care for all, regardless of status.

The City of Saint Paul will proudly participate in the St. Patrick’s Day Parade on March 17th—and we invite you to join us! The parade kicks off at 11 AM, bringing together families, organizations, and community groups for a festive celebration of Irish heritage and community spirit.

Read Brave with Saint Paul Public Library

“Read Brave: The African Art of Healing” on March 22, 2-4 p.m. at George Latimer Central Library: Attendees can step into the world of Akata Witch at this immersive event inspired by the magical city of Leopard Knocks, an alternative world in the book.

“Read Brave Talk Brave” on March 26 from 5:30-7:30 p.m. at Rondo Community Library: A panel discussion Nnedi Okorafor and young people from the community, facilitated by Mayor Carter. The event also includes an art exhibit by artists Leeya Rose Jackson and Philipo Dyauli and an opening performance by Kashimana.

Award amounts: $50,000 – $200,000 per project

Eligible applicants: Nonprofit organizations, Tribal organizations, educational institutions, local governments, private businesses, and community groups

Use of funds: Community-based investments that address economic and social disparities

Grant period: One year, starting approximately June 30, 2025
Application Requirements:
Organizations interested in applying must submit a written application detailing:
- Their proposed community investment
- The needs their project will address
- The measurable impact expected
- Their track record of success and community support
Funding will be awarded through a competitive review process, with selection based on a project’s potential impact, alignment with program goals, and demonstrated community support. OCM expects to announce grant awards in spring 2025.
Free Transportation for Afterschool Programs – The Loop
The Loop offers kids and teens (ages 6-18) access to a variety of free afterschool activities in their community. For youth ages 10-18, The Loop Van provides safe transportation between libraries and community centers in the Rondo and Frogtown neighborhoods.
