New data on mistreatment of elders and people with disabilities

To help design programs to protect elders and people with disabilities from abuse, the Administration for Community Living (ACL) has been gathering data on this issue. The ACL recently began publishing reports on data gathered through the National Adult Maltreatment Reporting System (NAMRS), the first-ever tool for collecting national data on abuse of elders and people with disabilities. The reports show high rates of elder abuse, with an estimated 1.5 million cases of reported elder abuse in 2016.

To reclaim their traditional respect of elders, many tribes have developed strategies for confronting elder abuse.

The CMS LTSS Technical Assistance Center offers information on preventing elder abuse in tribal communities, including fact sheets, reports, and examples of approaches tribes have taken to protect their elders.



 

Funding opportunity: Native American Elder Justice Initiative

The Administration for Community Living (ACL) has announced a funding opportunity for activities carried out under the Native American Elder Justice Initiative. This initiative will address the need for more culturally appropriate information and community education materials on elder abuse, neglect, and exploitation in Indian Country.

The closing date for applications is July 9.

Opioid use among people with disabilities

An open pill bottle with contents spilling outPeople with disabilities may be more likely to misuse opioids compared with the general population, according to new information from the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) (PDF, 263 KB, 12 pp). Responses to a recent request for information from NIDILRR described this trend and suggested that people with disabilities may be less likely to receive treatment for opioid use disorders than people without disabilities. These findings point to a need for more research about opioid use among people with disabilities and the barriers they face for receiving treatment.

To support a better understanding of this issue, NIDILRR will award grants for research projects on opioid use disorders among people with disabilities. Tribal governments and AI/AN organizations are eligible.

Applications are due on August 22.

Funding opportunity: Alzheimer’s Disease Programs

A new cooperative agreement available through the ACL will help LTSS programs create or expand home- and community-based services for people who have dementia. Tribal governments and AI/AN organizations are eligible for Alzheimer’s Disease Programs funding.

The deadline to apply is July 16.

Cultural humility in long-term care

Cultural humility means working to understand and honor a person’s cultural identity through aspects such as traditional foods, cultural activities, and native language.

Caregivers and health care providers can develop trust with patients by communicating in their native language. A Canadian Broadcasting Company News article explores the role of language in providing culturally appropriate care for indigenous patients.

A recent CMS webinar highlighted cultural humility as a way to empower elders. Watch the webinar recording to learn about this approach to person-centered care and how caregivers can incorporate cultural humility into care settings.

Register for the 2018 National Indian Council on Aging Conference

Caregivers and others involved in efforts to improve the health and wellbeing of American Indian and Alaska Native elders can register for the 22nd National Indian Council on Aging (NICOA) Conference on Aging in Indian Country, to be held on September 10–13, 2018, in Temecula, CA.

The postmark deadline for registration is August 10.
