The
UPCS-V team would like to send a big thank you to all of our program
participants. As of June, over 42,000 inspections have been conducted using
UPCS-V. Your work continues to fuel this program and its core mission to
provide housing that is decent, safe, and sanitary. Keep sending us your
feedback, it is instrumental to the success of this program.
As we continue to grow, one exciting
piece of information UPCS-V will be able to give owners and tenants is insight
into their unit(s). The electronic
nature of this program has made it easier for ISDV to note which of the five
inspectable areas is seeing the most defects.
Below you can see the breakdown of defects by section among all
participating PHAs actively performing inspections with the Exam4Inspections
software.
Call for Participants
ISDV uses a data driven
approach to scheduling and delivering training to participating PHAs in support
of gathering data that is representative of all PHAs using factors like size,
geographic location, etc.
For example, if we have
10 Large PHA participants in Region 4 but are over represented in Larges in
Region 4, but contrarily, are underrepresented in Small PHAs in Region 1 in
terms of who we have trained, we prioritize accordingly. If you have not
yet been contacted to schedule training this is the likely reason why.
We are currently seeking
new PHA participants with our highest priority being:
- Very
Small and Small PHAs in Regions 1, 2, & 5*

We are pleased to announce ISDV's newest member,
Elizabeth Basirico. Beth has joined ISDV the product owner for Tech and Data,
where she will be a champion for ISDV development efforts and building
meaningful data for the demonstration. After graduating from Guilford
College, Beth joined AmeriCorps VISTA where she worked with the local Workforce
Development Board in Greensboro, North Carolina monitoring ARRA funded job
training programs. She began her federal career at HUD as a Program
Analyst with PIH in the Greensboro Field Office where she provided oversight to
North Carolina housing authorities. During her 3 years in the Greensboro
office she performed onsite monitoring of PHAs and gave technical assistance on
a range of issues including voucher utilization, public housing occupancy
issues, PIC, and FSS/ROSS grants. In 2013, Beth came to HUD Headquarters
as the assistant to the General Counsel and was later detailed to the Deputy
Secretary’s office while the General Counsel served as the Acting Deputy
Secretary. In 2015 she joined the Departmental Enforcement Center where
she issued suspensions and debarments to irresponsible HUD participants that
were found to be a danger to HUD programs for fraud, misuse of funds, theft,
and other crimes or program violations.

the most up-to-date listing of UPCS-V Regional Advisors. As mentioned in previous newsletters, we
recently regionalized our field staff and training so that participating PHAs
will have more opportunities to collaborate with our ISDV staff on the UPCS-V
Demonstration. Your UPCS-V advisors are as follows:

ISDV
held an IT Summit in Washington, D.C. on June 4th, 2018 to
demonstrate the strides that have been made in UPCS-V as well as understanding
how UPCS-V can better serve our stakeholders.
Over 50 interested participants, from IT Vendors to inspectors,
participated in the exciting and informative session. ISDV touched upon topics such as Decision
Trees and VEDGA (Voucher Exchange Data Gathering App). You can find the presentation from the summit
here. For more information on the summit and when
we may be hosting another, please feel free to send all comments and questions
to ISDV@hud.gov. We also want to hear about the exciting ways
IT Vendors are planning on using the UPCS-V software to make a more streamlined
experience for the end-users. Having
industry support is essential to ensuring this will be a successful and
fruitful program. ISDV plans on hosting
another summit in the near future to update everyone interested on our progress
as well as field any questions anyone may have.

UPCS-V Exam4Inspections Software

Department of Housing and Urban Development Act into law. With just over 8,000 employees nationwide, HUD
is the 2nd smallest Cabinet-level Department in the United States
