During 2019, the Wisconsin Department of Natural Resources (DNR) hazardous waste program will host a series of webinars to provide information on regulations and best management practices for managing hazardous waste.
The first webinar, scheduled for March 13, will cover common violations observed during facility inspections and will parallel the updated publication Common Hazardous Waste Violations. This document identifies issues pertaining to the following categories:
- waste determinations;
- marking and labeling;
- accumulation (storage);
- container management;
- manifests and land disposal restrictions;
- emergency preparedness and contingency plans; and
- training.
Please register in advance so staff can send you the Skype link/call-in information to participate. There will be an opportunity for questions or comments during the presentation, and there is no cost to register.

Future presentation topics will likely include the new federal healthcare and pharmaceutical rules, Generator Improvement rules, and the Definition of Solid Waste rules, including discussion on hazardous secondary material (HSM) management.
The DNR hazardous waste program has been developing rule revisions that will capture, along with other promulgated federal rules, the Generator Improvement Rule, Definition of Solid Waste Rule, Pharmaceutical Rule, and Safe Management of Recalled Airbag Rule. A public comment period will be announced later this year. It is important to note that facilities and their consultants must operate and advise under the current NR 600 series codes to maintain compliance, as the new rules will not be adopted until 2020.

A Federal Register (FR) notice announcing EPA's intent to submit the electronic manifest (e-Manifest) information collection request (ICR) to the Office of Management and Budget (OMB) for review and approval was published on February 8, 2019. The notice provides an overview of the manifest program and proposes estimates of the time and cost for the public to respond to the collection of information for the entire manifest program.
Additionally, the FR notice proposes amendments to the manifest forms (both paper and electronic). Specifically, the FR notice requests comment on how to:
- Improve the precision of waste quantities and units of measure reported in Items 11 and 12 of the hazardous waste manifest, respectively;
- Enhance the quality of international shipment data reported on the manifest; and
- Assist EPA with integrating e-Manifest and biennial reporting (BR) requirements.

DNR is in the process of enabling users to submit notices of termination through the online Water ePermitting System for storm water construction site, WisDOT construction site, and industrial facility permits. This addition to the system is expected to be available by the end of March 2019.

This training is primarily for existing users of the ePermitting system and will focus on the new electronic notice of termination submittal process.
