DPS is expanding our eServices permits to include exclusively online permit processes for Sediment Control permits, Stormwater Management Concepts, and Commercial Building- Additions/Alterations greater than 10,000 sf.

New Building Codes in 2020
These codes are not in effect yet - however, MCER NO. 31-19 is scheduled to go into effect later this year. This regulation adopts the 2018 editions of the International Building Code (IBC), the International Energy Conservation Code (IECC), the International Mechanical Code (IMC), the International Fuel Gas Code (IFGC), the International Residential Code (IRC), the International Swimming Pool and Spa Code (ISPSC), and the International Existing Building Code (IEBC), with amendments. It governs all buildings and structures within Montgomery County. This regulation would supersede Executive Regulation 4-15AMII.

Accessory Dwelling Units Guidelines for 2020
New legislation effective January 1, 2020 will permit owners of Single-Family detached homes in Montgomery County to create and rent a Class 3 Accessory Dwelling Unit (ADU) in their primary residence.
A Class 3 Accessory Dwelling Unit is a second dwelling that is part of an existing single-family detached home and is used as a complete, independent living facility with its own provisions for cooking eating, sanitation and sleeping. ADUs must comply with the requirements of Montgomery County Code. More information.

DPS is Moving to Wheaton in 2020
DPS is one of many agencies that will be moving to a new building in Wheaton in 2020. The main occupant of the new building will be the relocated Maryland-National Capital Park and Planning Commission, which is now in Downtown Silver Spring. The 308,000 square-foot, LEED platinum certified Wheaton office building will also be home to several County departments including Permitting Services, Environmental Protection, Health and Human Services, Recreation and Community Use of Public Facilities. In addition, relocating to the new building will be the Wheaton Urban District and the Mid-County Regional Services Center.
