The Hunger Free Student Bill of Rights (RCW 28A.235 and 28A.300) requires Washington state schools to conduct direct certification at least monthly.
Private schools must conduct direct certification according to the Federal regulations; at least three times each year. Conducting direct certification as often as possible ensures access to school meals for eligible students.
Public school districts have access to a Near Match List. Near matches contain the names of students that may be eligible for meal benefits but are not exact matches.
- Best practice is to check the near match list each time you access direct certification and before accessing the full list.
- Review the near match data and confirm students known to be in your district.
- The student then becomes an exact match and will appear on the full list.
The Hunger Free Students Bill of Rights requires public school districts to set up internal procedures to exhaust all options to directly certify students.
The 'Student Search' function can help meet this requirement. This function allows users to search for students previously matched but not yet appearing on the district list. Additionally you will find unmatched students through the DSHS list for students in which the system cannot make an exact or near match. Private schools may also use the student search function.
The Direct Certification User's Manual is a comprehensive guide for both public and private schools. Other resources available include:

National School Breakfast Week (NSBW) starts March 2! Are YOU ready to go Out of this World?
This year, the #NSBW2020 theme is “School Breakfast: Out of this World.” And now is the time to get a head start on promoting your program!
Why should I participate?
Recognizing NSBW in your district or cafeteria helps you:
- Increase student participation in your program.
- Spread the message to parents that you’re serving a healthy, tasty breakfast at school each day.
- Connect with teachers and administrators at your school, and throughout the district, to spread the word that school meals are healthy and delicious.
- Earn media coverage from local papers, blogs, and TV stations.
Promote National School Breakfast Week on your Program’s social media pages: Download our Facebook cover photo (jpg) and add it to your program’s page to increase awareness of #NSBW20! Download our Instagram meme (jpg) and use it to spread the word about #NSBW20!
