Letter from the Mayor

Dear Washingtonians,

Equity is the guiding principle in our $17.5 billion Fair Shot Budget. This budget uses the significant federal aid received through the American Rescue Plan to provide relief, recovery, and growth opportunities for our community, and especially for residents and businesses hit hardest by the pandemic.

This week, we were at Stevens Early Learning Center to highlight how the Fiscal Year 2022 budget gives our youngest residents and their families a fair shot by expanding access to high quality, affordable child care. To do so, the Fair Shot Budget will deliver:

  • Stabilization grants for all 425 licensed child care centers to help mitigate the losses experienced due to the public health emergency
  • Back-to-Work Child Care Grants for 90 licensed child care centers to preserve the number of available seats for DC families
  • A pilot to review incentives for 2,000 child care workers to improve child care worker retention
  • Higher subsidy payments for 270 child care centers
  • A second round of Access-to-Quality Grants for $10 million across FY22-23 to increase the number of quality and high-quality seats in DC—improving affordability, supply, and quality
  • $18.5 million across FY23-24 to pilot quality pay bonus payments to providers who pay wages to infant-toddler workers commensurate with credentials

At the heart of our $184 million effort to expand access to affordable child care is finding innovative ways to add more spots in more places, while also making sure that we have high quality outcomes. These are transformative investments that will make life better for families in DC and set our young people up for success.

Sincerely,

Muriel Bowser
