What’s New in Performance Reporting

A–F Accountability

2022 Accountability Development

As the agency will implement an accountability system reset in August 2023, the plans are to have the 2022 accountability system remain stable. As a reminder, Senate Bill 1365 requires a Not Rated label for 2022 unless the district or campus earns an A, B, or C.

Accountability advisory groups will continue to meet this fall to discuss any minor changes necessary to the system. Final decisions on changes to the 2022 system will be released in early 2022. To view advisory group meeting materials and summaries, visit the 2022 development webpage.

Final 2019 College, Career, or Military Readiness Outcomes Bonus Listing

The Final 2019 Annual Graduates College, Career, or Military Readiness Outcomes Bonus (CCMR OB) Student Listings and explanatory materials are now available in the TEA Login (TEAL) Accountability application. This listing is considered final and will be used by the State Funding Division to settle up fiscal year 2020–2021 CCMR OB funding. Please note that the data in these reports are confidential.

The Summary of Finance (SOF) reports will display the count of annual graduates in excess of the thresholds adopted in the Texas Administrative Code, Section 74.1007 for the three cohorts: annual graduates who are educationally disadvantaged (economically disadvantaged), annual graduates who are not educationally disadvantaged, and annual graduates who are enrolled in a special education program.

The Preliminary 2020 Annual Graduates CCMR OB Student Listings are scheduled to be released by December.

The Local Accountability Guide and Frequently Asked Questions provide information about plan requirements and example components. Both documents can be found on the local accountability webpage.

Assessment Scoring and Reporting

As mentioned in previous communications, the deadline to submit correction requests, including changes to student identification information, Public Education Information Management System (PEIMS) ID, and County-District-Campus codes, score code and language changes, rescores, resolutions, and any scoring investigations for STAAR to the ETS Support Center was July 31, 2021. Requests outside of this corrections window will not be processed.

As a part of the contract transition, a new Centralized Reporting System has been implemented. The following training presentations, designed to help educators transition to the Centralized Reporting System, will be posted to the Learning Management System in September. Users can access the trainings on the date indicated and will receive continuing professional education (CPE) credit hours for completion.

Extra and Co-Curricular Project

The Extra and Co-Curricular (ECC) project was enacted by the 85th Texas Legislature to study the feasibility of incorporating student participation in ECC activities as part of the campus and district performance evaluation process. The ECC Advisory Committee, comprised of more than 30 district, community, and organizational representatives from across the state, was established to review existing research and explore options. Since fall 2019, the committee has developed an initial list of possible indicators and gathered limited data from the 2019–20 and 2020–21 school years. Studying ECC participation is a first step to better understanding current levels of access, expanding definitions of student performance, and increasing awareness of the impact of ECC activities on student development.

As schools are returning to more typical levels of operation this year, the ECC committee is seeking additional districts to participate in a voluntary collection of student extra and co-curricular data during the 2021–22 school. Resources are available to assist districts with the data collection process, or districts may use their own systems. Gathering data from an increased number of districts representing a range of district types helps ensure the data collected provide an accurate picture of student participation across the state.

This Week’s FAQ

How is a campus’ economically disadvantaged rate determined for accountability? Now that all students can eat free, do free and reduced lunch forms still need to be collected? Does economically disadvantaged status need to be reported?

Economically disadvantaged PEIMS codes 01, 02, and 99 are used for accountability. (See Appendix H page 111). Districts are still required to collect household socioeconomic information and annually report in PEIMS the economically disadvantaged status for each child. This requirement is wholly independent of the U.S. Department of Agriculture requirements for providing meals. This TAA reemphasizes the importance of reporting this data. Economically disadvantaged data are used widely throughout the agency as well as for reporting to the U.S. Department of Education.

Early September: Consecutive years of unacceptable campus performance published on 2021 accountability page

Early September: 2021 optional alternative evaluation campus data released in TEAL ACCT for eligible campuses

September 15: Acceptable rating request and appeal of consecutive years system opens in TEAL ACCT

By October 15: Districts submit the 2021 alternative evaluation request for eligible campuses in TEAL ACCT

October: Additional remote vs. in-person STAAR data released in TEAL ACCT and on public sites

Fall: TAPR HTML updated on a rolling basis as data are processed

Late November: TAPR PDF released
