Cat Palmer
Cat has been a consultant for the Wyoming Department of Education (WDE) for nearly five years. She started as an Assessment Consultant and helped create the WY-TOPP and WY-ALT online assessments. She then spent a few years as an Accreditation Consultant, supporting districts through the annual and five-year peer review accreditation processes. Cat is back in Assessment and ready to use her classroom and agency experience to support Wyoming educators.

To Be Completed By All School Staff Before StatewideTesting
To ensure assessments remain valid and reliable, it is imperative that all school staff receive training on test security procedures. As explained in the August DTC/BC Trainings, the agreement has been revised this year and all school staff must sign the updated Test Security Agreement.
- The agreement includes a section to be signed by all school staff (e.g., principals, teachers, support staff, custodians, lunch room staff) as well as sections specific to Test Administrators.
- The agreement must be signed every year and kept on file for two years (paper or digital).
- The section pertaining to all school staff includes references to the Assessment Security Guide and Test Security Module. These resources are currently located in a public access folder that was provided during the DTC/BC Trainings.
- Staff must watch the 10-minute Test Security Module, read the Assessment Security Guide, and sign the Test Security Agreement before any statewide testing occurs in the school (whether Interims, Modulars, or Summatives).

New and Updated Standards will be Fully Operational this School Year
- The 2021-22 school year will be the first that the new Science and updated Math Standards are fully operational and scored on the WY-TOPP assessments.
- Grades 4, 8, and 10 WY-TOPP Summative Assessments will include items fully aligned to the 2016 Science Standards, as will the grade band Modulars.
- Grades 3-10 WY-TOPP Interim and Summative Assessments will include items fully aligned to the 2018 Math Standards.
- Grades 4, 8, and 10 WY-ALT Assessments will include items fully aligned to the 2018 Science Extended Standards.
