Upcoming Community Forums for Project Homekey

Dear D2 Residents,

Following up on my e-news earlier this week regarding Homelessness in Marin, please see information below regarding the Project HomeKey 1251 S. Eliseo proposal, including outcome of this week's Board of Supervisor's meeting and date/time/zoom links to two upcoming community forums on 10/21 and 11/4. Please join for an opportunity to learn more and ask questions. 

On September 21st, the County of Marin and the City of Larkspur, in partnership with Episcopal Community Services (ECS), announced that they had identified a potential Project Homekey 2.0 opportunity at the former skilled nursing facility located at 1251 S. Eliseo Drive in Larkspur. The property would be operated by ECS as a 43 to 50-unit Permanent Supportive Housing facility for single adults experiencing homelessness. The program would include intensive on-site wraparound services to support people in these new units. 

On Tuesday, the County of Marin’s Board of Supervisors voted unanimously in support of authorizing staff to submit an application to the State for Homekey funding. The discussion, which you can view here (items #7 & #8 on the agenda), included details about our countywide homelessness strategy, the Homekey funding opportunity, and a detailed description of the development and service plan. The team plans to submit an application to the State of California’s Department of Housing and Community Development by early November, with the anticipation that we will be notified about whether or not we will be awarded funding in December (this project is contingent upon funding from the State). 

 

Given the extreme speed and rapid turnaround of Homekey 1.0, we have tried to engage the community as much as possible for Homekey 2.0, including hosting 10 community workshops about the prospective Homekey 2.0 program back in April, conducting a community survey, launching a countywide property identification campaign in May, providing multiple press engagements with local media outlets, and sending regular email updates to community members who have expressed interest in the project.

 

To continue to provide a transparent and open process, the County of Marin, the City of Larkspur, and ECS will co-host two upcoming community forums. Both of these forums will follow the same format – a 30-minute presentation from partner organizations followed by an up to 90-minute Q&A with the community.
