What’s New in Performance Reporting

A–F Accountability

Senate Bill 1365 Optional Alternative Evaluation

The application period for the Senate Bill 1365 optional alternative evaluation ends December 15. There are 88 campuses eligible to apply for the alternative evaluation. As of today, 85 eligible campuses have applied.

Texas Academic Performance Report (TAPR) Data Download

The 2020–21 TAPR data downloads are now available. As a reminder, use the Master Reference of TAPR Data Elements and the Utilizing the TAPR Data Download recorded webinar to navigate the downloads.

Local Accountability System

The 2021 Notice of Interest for districts wishing to participate in the local accountability system is now available. The form is available online and districts submitting a form will be contacted for follow-up discussions.

Participating districts may wish to develop a plan during the 2021–22 school year that is then applied to the 2022–23 school year. The Local Accountability System team remains committed to supporting districts in creating a plan that meets all requirements and supports a model of local accountability.

The Local Accountability Guide and Frequently Asked Questions provide information about plan requirements and example components. Both documents can be found on the local accountability webpage.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

Registration links are available for upcoming webinar dates in December and January. The timeline for districts wishing to develop a local accountability plan is posted on our webpage along with the Notice of Interest.

December 2021 STAAR End-of-Course (EOC) Administration

Student Test Tickets

Student test tickets can be printed from the Test Information Distribution Engine (TIDE) for students registered in TIDE. To print test tickets for the December 2021 State of Texas Assessments of Academic Readiness (STAAR®) administration only, select the End of Course Eligibility option under the Advanced Search panel in TIDE.

End of Testing Window

The online testing window for the December 2021 STAAR administration will close at 11:59 p.m. (CT) on Friday, December 17, 2021. Test attributes, score codes, designated supports, agency use, local use, and new-to-Texas indicators must be verified and updated before the close of the testing window.

Additional Reports Orders

Orders for additional copies of STAAR Report Cards and Confidential Student Labels for the December 2021 STAAR administration can be submitted December 6–17, 2021, through the Additional Reports Order Form. For information about standard and additional reports, refer to the 2021–2022 STAAR Standard and Additional Reports list in the District and Campus Coordinator Resources. 

Auto Text-to-Speech and Google WebSpeech

Students who are using Intel-based Chromebook devices and have auto text-to-speech (TTS) enabled for their online tests may experience an audio delay with the Google WebSpeech kit on these devices. The WebSpeech kit may cause a brief lag when auto TTS is expected to begin playing. If a student, who has auto TTS enabled for the online test, does not hear a sound immediately upon the test page loading in the Test Delivery System (TDS), the student should wait a few seconds. The lag on these devices has been observed to last between five and seven seconds. If possible, students requiring auto TTS should be provided with alternate devices on which to complete their testing. Cambium is awaiting additional information from Google regarding its progress on addressing the issue and a timeline for a potential update to affected devices.

Performance Reporting Calendar

By December 15: Districts submit the 2021 alternative evaluation request for eligible campuses in TEAL ACCT

By December 15: Districts upload an appeal of the 2021 count of consecutive school years of unacceptable performance in TEAL ACCT (if applicable)

December 17: Additional remote vs. in-person STAAR data released in TEAL ACCT

January: Additional remote vs. in-person STAAR data released in TPRS

January 14, 2022: TEA publishes Acceptable ratings for campuses that met the SB 1365 eligibility criteria as well as the evaluation criteria adopted in TAC, §97.1006 and opted into the alternative evaluation. Appeals of the count of consecutive school years of unacceptable performance finalized. The final 2021 Consecutive School Years of Unacceptable Ratings listing is published.

Mid-January: Final TAPR PDF released (only change will be updated ratings for Acceptable campuses)

May 2022: 2023 accountability system reset framework released

Fall 2022: 2023 accountability system targets and cut points released

August 2023: Accountability ratings under the reset system released
