What’s New in Performance Reporting

A–F Accountability

Appeals of Consecutive Years of Unacceptable Performance

Due to unforeseen circumstances affecting the assembly of the consecutive years appeals panel, appeal decisions have been delayed. Once the issue is resolved and the panel meets, an updated timeline for decisions and the final release of the count of consecutive years of unacceptable performance for each district and campus as defined by Senate Bill 1365 will be announced.

Unaffected by the appeals of consecutive year counts, final 2021 ratings will be released late next week. The campuses eligible for the 2021 Acceptable label will find that label applied on txschools.gov, TEA’s site, and in Texas Academic Performance Report (TAPR).

Analytic Tools

Performance Reporting is in the process of finalizing Analyze, which includes six powerful analytic tools that allow users to examine and manipulate various accountability system data. Users can view data visualizations, filter, sort, export, and much more. 

Please note that these tools are still under development and will be finalized this summer. They function best in Chrome.

Local Accountability System

The 2021 Notice of Interest for districts wishing to participate in the local accountability system is now available. The form is available online and districts submitting a form will be contacted for follow-up discussions.

Participating districts may wish to develop a plan during the 2021–22 school year that is then applied to the 2022–23 school year. The Local Accountability System team remains committed to supporting districts in creating a plan that meets all requirements and supports a model of local accountability.

The Local Accountability Guide and Frequently Asked Questions provide information about plan requirements and example components. Both documents can be found on the local accountability webpage.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

Assessment Scoring and Reporting

Bilingual and ESL Program Values in TIDE

Students served through bilingual education and English as a second language (ESL) programs cannot be combined in the same general education classroom. The language proficiency assessment committee (LPAC) recommends that students participate in one program or the other based on the individual student’s needs.

Students with this conflict who submitted a test for the December 2021 State of Texas Assessments of Academic Readiness (STAAR®) administration will report no value in the respective fields in the administration data file.  

District coordinators should update the Bilingual Program Type and ESL Program Type fields in TIDE for the student(s) with the conflicting values; only one of these fields should have a value other than “0.” Districts can update these fields in the Student Demographics panel or using the Upload Student Information or Upload Additional Student Fields file templates in TIDE.

TELPAS Administration

To be eligible for the spring 2022 administration of the Texas English Language Proficiency Assessment System (TELPAS), districts must set the Emergent Bilingual Indicator Code to “1 - Identified as Emergent Bilingual (EB)/English learner (EL)”. On Friday, January 7, 2022, Cambium had the TELPAS Reading Test Format and TELPAS Listening & Speaking Test Format fields set to “O-Online” for all students registered in TIDE. Setting the test format does not make a student eligible for TELPAS.

For students who are marked eligible for TELPAS and need a paper test for a reading or holistic listening and speaking test, districts should submit a Special Administration Request form through TIDE under Administration and Security Forms.

Training Opportunities

The following training opportunities are now available in the Learning Management System (LMS):

  • Answer Document Training (PowerPoint and recorded presentation)
  • Accessing Summative Assessment Reports (recorded presentation)

Will Academic Growth be used to determine 2022 accountability ratings?

Yes, Academic Growth will be included in 2022 accountability rating calculations. The prior year to current-year methodology that was used in 2019 will return. Calculations will consider assessment results eligible for a STAAR progress measure. Performance from 2021 will be compared to 2022. Updated documents explaining how STAAR progress measures are calculated will be posted next week on the Progress Measures webpage.

Performance Reporting Calendar

Mid-January: TEA publishes Acceptable ratings for campuses that met the SB 1365 eligibility criteria as well as the evaluation criteria adopted in TAC, §97.1006 and opted into the alternative evaluation.

Mid-January: Final TAPR PDF released (only change will be updated ratings for Acceptable campuses)

Late January: 2020–21 School Report Card released

February: 2022 accountability system framework released

May 2022: 2023 accountability system reset framework released

Fall 2022: 2023 accountability system targets and cut points released

August 2023: Accountability ratings under the reset system released
