1. Ref A announced the FY 2022 Reserve High Year Tenure (R-HYT) Panel for
eligible Reserve enlisted members in the grades of E-7 and E-8, which will
convene the week of 25 April 2022. This message announces the posting of the
final candidate eligibility list on the CG PSC-RPM-1 CG Portal Page:
https://cg.portal.uscg.mil/units/psc/psc-rpm/RPM1/SitePages/Reserve%20High%

2. While the FY 2022 R-HYT Panel will only consider members in the grades
of E-7 and E-8, the final candidate eligibility list includes members of
all grades who have exceeded their Professional Growth Point (PGP) as
defined by Refs B and C.
3. Eligible Reserve members should review this message and Refs B thru E in
their entirety. Commanding Officers and Officers-In-Charge must ensure all
members within their commands are aware of their candidacy.
4. Panel process. The FY 2022 R-HYT Panel will be directed to authorize
waivers for those members who display the leadership, accomplishment,
performance, conduct, professional skills, growth, participation standards,
and adherence to our Core Values expected of their grade. The Panel will
review each candidate’s electronically imaged data record (EI-PDR), enlisted
employee reviews, employee summary sheet, reserve points statement, and
communication to the panel (if provided). Continuing beyond established PGPs
may be authorized via panel recommendation and final approval by Commander
(CG PSC-RPM).
5. The FY 2022 R-HYT Panel will not require candidates to submit individual
PGP waiver requests. However, candidates may submit a communication to the
panel. Communications to the panel must follow the guidelines of paragraph
9.f of REF D. Communications should be sent via e-mail as a command endorsed,
electronically signed memo to: HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil to arrive
no later than the day before the panel convenes. Early submission is encouraged
to allow adequate time for correction should a submission contain unauthorized
content. Communications that do not fully comply with the above references will
not be accepted and shall be returned to the member for editing only if time
permits. Non-compliant wording will be redacted from the memo or endorsement
prior to releasing it to the Panel President for consideration.
6. Candidates should review and update their Direct Access service record
information and work with their SPO or admin offices to ensure the EI-PDR is
accurate and complete. While it is the SPO responsibility to ensure that all
required information in the members SPO PDR is also in the members EI-PDR, it
is each member’s responsibility and in their best interest to verify the
contents of the EI-PDR.
7. Physical Disability. The physical disability evaluation system (PDES)
process does not exempt a member from becoming a R-HYT candidate. Members
undergoing the PDES process will not be separated or retired for R-HYT until
the PDES process is complete. Ref E will take precedence over R-HYT policy for
Reserve enlisted members awaiting an AFFD determination.
