RR Program Makes Website Changes to Enhance Customer Service

The Remediation and Redevelopment (RR) Program has reconfigured its main landing pages and added redevelopment resources to the RR Sites Map to better serve customers.

The RR Program helps local governments, prospective purchasers, lenders, developers and property owners understand and navigate the redevelopment and revitalization of brownfields, which are properties that are contaminated or suspected to be contaminated.

The reorganized RR website has three new topic-specific landing pages:

  • Environmental contamination and clean up
  • Brownfields
  • Spills

Only the landing pages have been updated.  Links to content pages that may be bookmarked will stay the same.  Read their blog for more details.


Update to NR 350 Related to Wetland Mitigation

Updates to NR 350 received final approval in February 2022 and were published on March 1, 2022. There are many changes in the updated rule, including:

  • the modernization of terminology;
  • the establishment of a review fee;
  • the establishment of procedures for developing a wetland mitigation bank;
  • the establishment of procedures for establishing In-Lieu Fee Programs; and
  • the establishment of procedures for the development of permittee responsible mitigation sites.

EPA Announces the “Clean Air in Buildings Challenge”

The U.S. Environmental Protection Agency (EPA) released the “Clean Air in Buildings Challenge,” a call to action and a concise set of guiding principles and actions to assist building owners and operators with reducing risks from airborne viruses and other contaminants indoors. The Clean Air in Buildings Challenge highlights a range of recommendations and resources available to assist with improving ventilation and indoor air quality.  Key actions outlined in the Clean Air in Buildings Challenge include:

  • Create a clean indoor air action plan,
  • Optimize fresh air ventilation,
  • Enhance air filtration and cleaning, and
  • Conduct community engagement, communication and education.

While the recommended actions cannot completely eliminate risks, they will reduce them. The Clean Air in Buildings Challenge presents options and best practices for building owners and operators to choose from, and the best combination of actions for a building will vary by space and location. Such steps would depend upon public health guidance; who and how many people are in the building; the activities that occur in the building; outdoor air quality; climate; weather conditions; the installed heating, ventilation, and air conditioning (HVAC) equipment; and other factors. American Rescue Plan and Bipartisan Infrastructure Law funds can be used to supplement investments in ventilation and indoor air quality improvements in public settings.

Input Opportunities

RR Publications Open for Comment until April 6

The Remediation and Redevelopment (RR) Program is now seeking input on two publications: RR-502, Guidance: Selecting a Qualified Environmental Consultant and Form 4400-328, Cover Page – Transfer of Responsibility for Continuing Obligations.

The purpose of RR-502 is to help responsible parties and others understand how to select a qualified environmental consultant to investigate and clean up soil, groundwater, sediment and other contaminated environmental media per Wisconsin Statute chapter (Wis. Stat. ch.) 292 and Wisconsin Administrative (Wis. Admin.) Code chs. NR 700-799. Hiring a qualified environmental consultant is needed to investigate and remediate your property in accordance with local, state and federal rules.  Comments may be submitted through April 6, 2022 to Barry Ashenfelter at Barry.Ashenfelter@wisconsin.gov or DNRRRGuidance@wisconsin.gov.

Form 4400-328 is a cover sheet template for submittal of legally enforceable agreements between parties transferring responsibility of continuing obligations under Wis. Food Waste Reduction Strategies & Tools for Businesses & Institutions

There are many opportunities for commercial and institutional generators to reduce their food waste. On Wednesday, April 20, 12:00 – 1:30 p.m. Central, a webinar, co-hosted by NEWMOA and NERC, will feature information on available tools and strategies for these generators. The presenters will share case studies highlighting effective approaches as well as lessons they have learned. They will also highlight available tools for measuring food waste generation and tracking progress. Presenters will be:
