A Reminder From The Board About Scope Of Practice
The Iowa Board of Nursing (IBON) has received reports and imposed disciplinary sanctions on licensees who have requested co-workers administer intravenous (IV) fluid therapy to them; or have done so for co-workers when requested. Per Iowa Administrative Code (IAC), Chapter 4 and 6, administering IV fluids to another person who is not a patient under the care of the licensee, or requesting such from another licensee when the licensee is not a patient may be grounds for disciplinary action.
Placing an intravenous line and administering fluids or other substances without an authorized prescriber’s order may be construed as a violation of the scope of practice for the Licensed Practical Nurse (LPN) and Registered Nurse (RN) pursuant to Iowa Code 147.55(3) and 655 Iowa Administrative Code 4.6(4)”a” for performing nursing services beyond the authorized scope of practice for which the individual is licensed or prepared. Likewise, utilizing supplies and equipment belonging to the facility to receive or administer IV therapy for the licensee or others, when not a patient, may be construed as misappropriating medications, property, supplies, or equipment of the patient, client, or agency, in violation of Iowa Code 147.55(3) and 655 IAC 4.6(4)”k”.
As indicated in Chapter 6, the LPN and RN shall demonstrate professionalism and accountability by demonstrating honesty and integrity in nursing practice, reporting instances of unsafe nursing practices by self or others to the appropriate supervisor, and being accountable for judgments, individual nursing actions, competence, decisions, and behavior in the practice of nursing. The IBON encourages licensees to contact Board staff with inquiries on scope of practice.
New Board Members Appointed
The Iowa Board of Nursing has three new Board members that were recently appointed to serve. The Iowa Board of Nursing consists of a seven member board of individuals appointed by the governor. The composition of the Board consists of four registered nurses, two who are actively engaged in practice, two who are nurse educators from nursing education programs; one licensed practical nurse who is actively engaged in practice; and two members of the general public. The following individuals were appointed by the governor to serve as Board Members:
Jackie Barber, EdD, MSN, RN, CNS, CNL. Representing Nursing Education. Her term will run, 2022-2025.
Casey Kenneavy, LNHA. Representing the Consumer. Her term will run, 2022-2023.
Brian Feist, BSN, RN. Representing Nursing Practice. His term will run 2022-2025.
Staff Member Elected to National Board of Director Position
The Iowa Nurse Program Assistance (INAP) Coordinator, Rhonda Ruby, MS, RN was elected to serve on the Board of Directors of the National Association of Alternative to Discipline Programs (NOAP). The term will be in effect, 2022-2024. Rhonda will serve as a member-at-large. The mission of NOAP is to promote public safety through participation of healthcare professionals in monitored rehabilitation and recovery as an alternative to license discipline; emphasizing fitness to practice and retention of competent professionals. Rhonda is the INAP program coordinator and will continue in this role while serving on the NOAP Board.
