What’s New in Performance Reporting

A–F Accountability

2022 Accountability Manual

The public comment period on the 2022 Accountability Manual ended on June 13. Performance Reporting received comments from 29 individuals and organizations. Responses to these comments, concerns, and questions are being drafted and will be released with the adopted version of the manual in the Texas Register. Appendices will be published throughout the summer. The finalized manual PDF with all chapters and appendices will be published late summer.

Local Accountability System

The Local Accountability System Notice of Interest for districts wishing to participate in the local accountability system is available online. Districts submitting a form will be contacted for follow-up discussions.

Participating districts may wish to develop a plan during the summer of 2022 that is then applied to the 2022–23 school year. We also support districts that are using the 2022–23 school year to develop a plan for application to the 2023–24 school year.

An updated Local Accountability System Guide and Sample District Plan are now available on the local accountability webpage. Both provide information about plan requirements and example components.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

June 2022 STAAR Administration

Confidential Student Labels

For the June administration of the State of Texas Assessments of Academic Readiness (STAAR®), districts will receive printed Confidential Student Labels unless they opt out of receiving labels by today. Districts may opt out of receiving labels through the Score Reporting and Label Requests module in the Test Information Distribution Engine (TIDE). Printed report cards are not available for the June STAAR administration.

Answer Document Tracking Reports

Districts should refer to their Answer Document Tracking Reports in TIDE if there is any question whether Pearson has received returned test materials.

Reporting Updates

May 2022 STAAR Grades 3–8

Due to the impact of COVID-19, the Texas Education Agency (TEA) is running additional analyses on the data as part of an enhanced due diligence process. Results are now tentatively scheduled to be available next week in the family and analytic portals.

Please note, STAAR Report Cards (SRCs) available in TIDE should NOT be distributed to parents prior to the results being finalized and shown in the family portal. The TEA will hold all printed SRCs until all additional data analyses have been completed and the family portal has been updated.

TEA will provide another update on the timing of the data release to district and region testing coordinators as soon as possible.

In the meantime, any questions about results in the Centralized Reporting System (CRS) should be directed to Texas Testing Support at 833-601-8821, TexasTestingSupport@cambiumassessment.com, or via live chat at TexasAssessment.gov.

April and May 2022 STAAR EOC Assessments

Confidential images of student essays, item analysis summary reports, and confidential student item analysis reports for STAAR end-of-course (EOC) assessments were posted on Tuesday, June 21.

Spring 2022 STAAR Alternate 2

STAAR Alternate 2 final reports were posted on Sunday, June 19, to district inboxes. The files reflect updates made during the data clean up window that will be included in the consolidated accountability file (CAF).

Spring 2022 TELPAS

Final Texas English Language Proficiency Assessment System (TELPAS) reports were posted to district inboxes on Wednesday, June 22. These files reflect updates made during the TELPAS data clean up window that will be included in the CAF.

System Updates

Cambium System Maintenance

Cambium will be performing system maintenance on TIDE and the CRS on Saturday, June 26, from 7:00–10:00 a.m. (CT). Districts should avoid administering assessments during this time frame.

Cambium System Data Clean-up and System Upgrades

As a reminder, the Test Delivery System (TDS), TIDE, and CRS will be offline between August 15 and August 21, 2022, to complete end-of-year data clean-up and system upgrades for the 2022–23 school year. All systems will be back online on Monday, August 22. Please be sure to download any data files prior to August 14, 2022.

TDS

The Test Administrator Interface of TDS will be unavailable during the clean-up window, so no test sessions may be created or administered. Practice, released, and new item type tests will be available for students to use in Guest mode.

TIDE

All user accounts will be carried over to the 2022–23 school year. However, starting August 22, all users will need to set a new password when logging into TIDE for the first time. As part of the data clean-up process, 2021–22 student records, rosters, and student test eligibilities will no longer be available on August 22 when the system is back online. Users wishing to save a copy of their student or roster data from the 2021–22 school year must do so prior to August 14, 2022.

Starting on August 22, districts should upload new student files reflecting 2022–23 enrollment data. Test attributes and the fields that drive test eligibility will need to be set for the 2022–23 school year.

Note: File exports to the Secure Inbox have a limit of 100,000 records. Districts with a large number of records should select a few enrolled grades at a time to export.

CRS

It is not necessary to download 2021–22 results or data files unless access to this information is needed while CRS is offline. Districts can access 2021–22 test history in CRS for their students enrolled in TIDE in the 2022–23 school year.

Authoring

The Authoring system will remain available for users to create new items and tests. All items and tests created in the 2021–22 school year will remain available. No tests may be administered to students until the students have been reloaded in TIDE after August 22.

Learning Management System Updates

As a reminder, all district personnel currently using a personal email address to log in to the Learning Management System (LMS) or TIDE need to update their log in email address to an address associated with their district. Only users with valid district email addresses will be able to access LMS in the 2022–23 school year. All users should download and save any information or certifications they have in LMS. Staff who change districts or who do not update their personal email address to a work-associated email address will not have access to their training history in LMS after July 1, 2022.

Minimum System Requirements for 2022–23

An updated version of the Minimum System Requirements is available in the Resources section of TexasAssessment.gov. This preliminary version includes information on the operating systems needed to support online testing in the 2022–23 school year. A forthcoming update will include additional information for Windows and requirements for testing devices.

Programmer/Data Analyst (Programmer IV)

This role serves as a senior-level programmer and data analyst in the Rating and Reporting Systems unit of the Division of Performance Reporting. The Programmer/Data Analyst performs complex programming tasks to create and analyze datasets for the state accountability rating systems. The work involves creating and maintaining reports for the state accountability rating systems, developing and managing extensive quality control checks of SAS programs, and creating workflows to improve existing programs and applications. The Programmer/Data Analyst provides technical support to management in ongoing and new system development. This position contributes to the rigorous academic accountability and performance reporting system which is the cornerstone of the agency’s priority to promote improved outcomes for all students and to ensure all students are prepared for success in college, career, or military.

This Week’s FAQ

Would a district be limited to 89 if one of its campuses received a scaled score less than 70 in Part A of School Progress but not in Part B?

No. This provision only considers the resolved School Progress domain rating. In other words, if the better of School Progress, Part A or Part B is less than 70 for a campus, the district School Progress domain scaled score is limited to 89. If the better of School Progress, Part A or B is a C (70) or higher, the provision does not apply.

Keep in mind that this provision applies from domain to domain rating and overall to overall rating. For example, if a campus earns a 69 in Student Achievement, the district's Student Achievement scaled score is limited to 89. If a campus earns a 69 overall, the district's overall scaled score is limited to an 89.
