PANEL
A. GUIDANCE AND ELIGIBILITY CRITERIA FOR OFFICER PERSONNEL BOARDS
AND PANELS, PSCINST 1401.1C
1. REF A outlines the eligibility criteria for O-6 and O-5 commands
and is available on the CG Portal (CAC required):

2. The AY23 Reserve Senior Command Screening Panel (RSCSP) will
convene 14 Nov 2022 to screen eligible officers for command of Port
Security Units (PSUs) and Coast Guard Reserve Units (CGRUs)
augmenting Combatant Commands (COCOMs). All AY23 command screenings
will be at the member’s request, unless adequate candidate pools
are not attained.
3. Key dates and information:
   A. 25 Sep 2022: Direct Access (DA) application deadline.
   B. 25 Sep 2022: Waiver requests due to PSC-RPM.
   C. 30 Oct 2022: Last day to submit communications to the panel.
   D. 14 Nov 2022: Panel convenes.
4. The AY23 RSCSP will screen eligible candidates for the following
commands:
   A. O6 Commands:
      CO CGRU JNT STAFF S/00044438
      CO CGRU INDOPACOM/00072047
   B. O5 Commands:
      CO PSU 301/00045215
      CO PSU 305/00043974
      CO PSU 307/00047743
      CO PSU 313/00050464
5. To be considered by the RSCSP, officers must meet the criteria
listed in REF A.
   A. Eligibility:
      (1) Captains and Commanders
      (2) Meet REF A screening criteria
      (3) In lieu of the waiver process, and for PSC awareness,
      applicants that are not tour complete in AY23 must have a
      positive DA command endorsement that simply describes any
      negative impact from the early rotation.
   B. Those eligible reserve officers who desire an O6 or O5
      Commanding Officer assignment must apply through the panel
      submission process in DA NLT 25 Sep 2022. Officers who have
      been selected for Captain or Commander in Promotion Year
      2023, may request screening if otherwise qualified.
6. Senior officers who have already held command in the same grade
are not eligible to apply.

In addition to the Application Process Guide on the RPM-2 website,
the following step by step instructions are provided:
   A. Log in to DA
   B. In the "EMPLOYEE" box, click "Tasks"
   C. Select “My Panel Submissions”
   D. Select “Command Screening” from the “Panel Source” drop down
      menu and click “Go”
   E. When the search screen appears, enter the following:
      AD/Res Ind: “Reserve – Active Component”
      Bus unit: “Officer”
      Job Code: 000093 (For CAPT) or 000094 (For CDR)
   F. Click “Search”
   G. Check box under “Apply” for CMRCSP
   H. Click “Submit”
   I. Click “Edit” to enter member comments and forward for command
      endorsement. Any waiver requests must be addressed here. See
      paragraph 8 (below) for waiver requirements.
   J. Click “Save” to save comments and forward to the endorser.

8. Eligibility Confirmation and Waiver Requests: On or about 03 Oct
2022, PSC-RPM will release an initial candidate confirmation message
listing all members who have requested and are found eligible to
screen for command. Members who believe they have the skill sets and
qualifications for these screened positions but do not meet the
eligibility criteria of REF A may request a waiver. Waivers will be
granted based on service needs. Send endorsed memo waiver requests
via email to the panel coordinator NLT 25 Sep 2022.
9. Application deadline is 25 Sep 2022. No applications will be
accepted after the deadline.
10. Those unable to connect to DA may communicate their requests to
screen via email to the contact listed in paragraph 12. Each member
must follow up with a panel submission as soon as DA connectivity is
available.
11. All members should verify their DA information is accurate.
