COMMITMENT TO CLIMATE ACTION

 

 

Dear Neighbors,

On Tuesday, I was appointed by Governor Newsom to represent District 1 on the Marin County Board of Supervisors. I want to thank the Governor's office for the appointment and the many constituents who voiced their concerns about not having adequate representation for District 1 during Tuesday's Housing Element site discussion. Had the Governor not made the appointment, District 1 would not have had a Supervisor between December 4, 2022, and January 10, 2023, due to Supervisor Damon Connolly becoming an Assemblymember.

I am honored to have the opportunity to represent the district and I want to start by thanking you, the residents, for putting your trust in me. I am committed to listening to neighbors, investing in our future, and taking meaningful steps to fight climate change, create affordable housing, address homelessness, improve transportation, prepare for emergencies, and address inequities.

 

 

MEET THE DISTRICT 1 TEAM

 

As we work strategically to plan for the new year, I would like to introduce you to my Aides, Gustavo Goncalves and Julia Reinhard. Julia joins the D1 Team as a lifelong Marin resident and a political science graduate from Dominican University. She interned for the County Public Information Office during the pandemic and has a strong professional network both inside and outside of the county government. We are excited to have her on the team and know that she will be responsive to constituent issues.

I'm pleased to share that Gustavo will continue working on behalf of the District. I worked alongside Gustavo as an Aide to Supervisor Connolly and know that he will continue working strategically on issues impacting our community. Gustavo is a UC Davis graduate, prior to taking on this role, he was a Senior Program Coordinator in the County's Department of Health and Human Services.

MARIN HOUSING ELEMENT

 

Every 8 years the state undergoes a process to determine the number of housing units that need to be developed called the Regional Housing Needs Allocation (RHNA). To meet the State mandate, the County is currently going through the process of updating the Housing Element, a legal requirement by which governments adopt land use plans and regulations that provide opportunities for housing development. The plan must be reviewed and certified by the State by January 31, 2023.

I have spoken to many District 1 residents regarding the Housing Element, the size and location of sites, and your thoughts, concerns, and hopes for Marin. The site inventory list is the product of countless letters, emails, and conversations with the community, over the course of more than a year. This has been a difficult process around the county, no community is spared. Not having a valid housing element poses a real and legitimate problem. We want to avoid a situation where the "Builder’s Remedy" would be applied, like what is playing out in Santa Monica.

The high cost of living in Marin makes it difficult for older adults to age in place with dignity and support. Our workforce is struggling without affordable and accessible housing. We need housing for our home healthcare workers, first responders, teachers, and essential workers. I’m encouraged to see projects like Oak Hill Apartments move forward to create needed housing for teachers, classified staff, and the county workforce. Our work to plan for affordable housing needs to be strategic, consider the cumulative impacts of both county and city sites, and address our environment, health, and safety. The cumulative impact in northern San Rafael is of particular concern.

We need to think creatively to protect our environment and create housing. I believe that we can create housing and protect our environment. To meet that goal we will need to work together. Above all else, I want to ensure that the community has every opportunity to engage and be heard. I want to thank the community for their support and the tremendous amount of work that has gone into the Housing Element. I am committed to ensuring community members have a voice through this process and any future development.

The next meeting to review the Housing Element will be heard by the Planning Commission on Monday, December 12, 2022, at 5:00 pm. Another Planning Commission meeting is planned for January 5, 2023, before the Housing Element returns to the Board of Supervisors on January 24, 2023, for consideration and, if approved, submitting Marin's Housing and Safety Element to the California Department of Housing and Community Development.

WHAT I'M READING

I want to thank Paul da Silva for his recent Marin Voice: Housing mandates an opportunity to enhance environment, improve society

We must take bold actions to ensure that we are addressing the impacts and causes of climate change. I pledge to fight for our future by reducing greenhouse gas emissions and working to address some of the most devastating climate change impacts in our community, such as wildfire and sea-level rise.

On November 15, the Board of Supervisors passed an all-electric new construction ordinance that will go into effect on January 1, 2023. I plan to serve on the Board's Climate Action Plan subcommittee and will look for ways to increase our community's resiliency. Adapting to drought and wildfires is crucial in every action we take. 

In early 2023, I will be sharing my top priorities as a Supervisor. It is important to me that local government is effective, accessible, and accountable to the community. My door is always open, please don't hesitate to reach out to me or my aides.
