KEY POINTS: December 2022 Board meeting

December saw us holding the final meeting of the full Safeguarding Adults Board in 2022. The meeting was well attended by a wide range of Board partners, who discussed a full agenda of key safeguarding topics. The topics discussed included:

  • key learning from a Safeguarding Adult Review (SAR) due to be published shortly;
  • a case study presented by Turning Tides;
  • the role of Trading Standards in safeguarding adults;
  • mental health and safeguarding from the perspective of Sussex Partnership NHS Foundation Trust;
  • updates from the first Fire Safety Development Group meeting.

NEW: Pan Sussex resources

We have worked with our colleagues in East Sussex and Brighton & Hove to create a suite of resources for use by professionals, community groups and organisations, and members of the public. You can download and print each of these resources from our website.

Please do support us to raise awareness of adult safeguarding by sharing these resources widely. We hope that having consistent resources across Sussex will make it easier for those agencies who come into contact with people living across Sussex.


Brighton & Hove, East Sussex, and West Sussex Safeguarding Adult Boards have worked together to produce a 12-minute podcast that identifies four shared themes from Reviews undertaken across Sussex as well as some of the actions that have been undertaken in response.

These four themes are Mental Capacity, Making Safeguarding Personal, application of safeguarding processes, and multi-agency information sharing and communication.

PUBLISHED: Safeguarding Adult Review in respect of Robert

We have recently published the Safeguarding Adult Review (SAR) in respect of Robert

Robert was a 61-year-old man who was registered blind, and was mostly non-verbal, with a moderate/severe learning disability, and a diagnosis of schizophrenia. Robert lived in a care home for over ten years, the last few of which he experienced a number of safeguarding concerns. Six weeks before he died, Robert moved to a different care home, but was soon admitted to hospital where he sadly died.

Quality Assurance and Safeguarding Information Group (QASIG)

Are you aware of the Quality Assurance and Safeguarding Information Group (QASIG), which forms one of the six subgroups of the West Sussex Safeguarding Adults Board? 

The purpose of QASIG is to develop and maintain a single picture of the quality and safety of the local care market. It seeks to improve the safety of services through early information sharing and intervention within appropriate systems e.g. regulation, quality monitoring, safeguarding and other governance systems, and plays a key role in prevention. 

The group meets monthly and includes representation from, amongst others, West Sussex County Council (WSCC), the Integrated Care Board (ICB), Sussex Police, the Care Quality Commission (CQC), Continuing Healthcare, and Healthwatch West Sussex.

Spotlight on professional curiosity and risk assessments

This is the second item in our series on key themes from our published Safeguarding Adult Reviews (SARs), in which we seek to help you know and understand how practice needs to improve to minimise risk to vulnerable adults. This edition’s focus is on professional curiosity and risk assessments.

Professional curiosity is the capacity and skills of communication to explore and understand what is happening for a person rather than making assumptions or accepting things at face value. It requires skills of looking, listening, asking direct questions and being able to hold difficult conversations.

Risk Assessment is the process of working with an adult to maximise safety and to reduce future risk. We’ve produced a Risk Assessment Learning Briefing as well as a Podcast covering the six key steps to completing a safeguarding risk assessment, and important considerations when undertaking a risk assessment. Changes to Board membership

The end of 2022 and the start of 2023 will see a number of changes to our Board membership. We are pleased to announce that we have welcomed a new Lay Member to our Board. The role of Lay Members is to offer challenge and scrutiny to the Board, particularly around public awareness and engagement, helping us as a partnership to understand the concerns of residents of West Sussex with care and support needs. We have also welcomed a new member from Environment and Public Protection at West Sussex County Council (WSCC). 

In addition to welcoming our new members, we will also sadly be saying goodbye to one of our longstanding members of our Board; our Safeguarding Adult Review (SAR) subgroup Chair, who has been instrumental in the development of the Board for many years. We hope you will join us in wishing them well in their new role.

The Board Support Team would like to wish you all a very Merry Christmas and a Happy New Year. Thank you for all of your support over the last 12 months.

The Team will be away from the office during the Bank Holidays. We look forward to working with you all in January 2023.
