A big thank you to all who joined us for this important forum, to Herbert Green and the Motherlode Union School District for hosting, and to our Public Health staff for their excellent presentation on the dangers of vaping and tobacco use and the options we have in El Dorado County to protect our kids.
The statistics are staggering. More than 2 million youth are using e-cigarettes. Locally, we are seeing more 5th-8th graders falling victim to behaviors previously seen in high school. As for availability, 1/3 of those vaping buy it illegally outside of convenience stores, and as visual learners, our kids are heavily influenced by advertising designed to capture their attention.
Supervisor Hidahl and myself are engaged in this issue and will be following up with our Public Health staff to determine next steps. Stay tuned and thank you for those who joined us.

Feed El Dorado, in conjunction with the Placer Food Bank, has a regular schedule for their drive-through food distribution sites which offer fresh, seasonal California-grown produce and non-perishable food staples. This service is available to anyone, no questions asked.
Karen and I, along with First 5 Executive Director Kathi Guerrero, recently had the opportunity to tour the headquarters of the Placer Food Bank. As a designated member of Feeding America, PFB is a part of a nation-wide network of 200 independent food banks who are held to high standards in terms of best practices, accountability, and food safety, and they have the contract to serve El Dorado County. We were amazed at the scope of their services as well as the dedication of their team to meet the increasing needs of our community and reduce food insecurity in our county.
Much gratitude for their efforts as well as the teams of local volunteers (including Feed El Dorado and the Placerville Kiwanis Club) who make the food distribution possible.

A big congratulations to City Engineers Rebecca Neves and Melissa McConnell, and Senior Transportation Planner Dan Bolster with the El Dorado County Transportation Commission for developing a successful application that secured this funding for improvements to Placerville Drive as part of the statewide Active Transportation Program.
These improvements will be transformational in this critically important business district inside the city limits of Placerville, and the fact that the ATP program is highly competitive, makes this achievement even more significant. Well done!
I know there are concerns about making sure mobilehome ownership remains affordable and that residents are not taken advantage of. We just learned of new resources that I wanted to bring to your attention...
The Mobilehome Residency Law (MRL) is the "landlord-tenant law" for mobilehome parks, which, like landlord-tenant law and other Civil Code provisions, is enforced in a court of law. The 2022 Mobilehome Residency Law Handbook includes MRL Civil Codes, frequently asked questions, and local community resources.
Who can submit an MRLPP complaint? Any mobilehome/manufactured homeowner that has tenancy in a mobilehome park.
What types of complaints can be submitted for consideration? Complaints for issues within mobilehome parks related to MRL violations (California Civil Code).
Common violations include but are not limited to:
- illegal grounds for eviction
- failure to provide proper notice of rent increases
- no written rental agreement between the park and mobilehome/manufactured homeowner
How does a mobilehome/manufactured homeowner submit their complaint? Complaints must be submitted to HCD. HCD provides assistance to help resolve and coordinate resolution of the most severe alleged violations of the MRL.
