For several years now at DGS, we have embraced a strategic planning method that keeps us accountable and on track to complete ambitious goals, and each passing year gives us a collection of tangible accomplishments in which all employees can take pride. The Year in Review booklet highlights the terrific work DGS completed in 2022.

Last week, Governor Gavin Newsom announced that DGS, in partnership with the California Department of Housing and Community Development (HCD) is seeking qualified developers to transform state-owned properties into housing. In keeping with Governor Newsom’s 2019 Excess State Land Executive Order (N-06-19), three state office buildings along Capitol Mall in downtown Sacramento will be made available for housing.
A Request for Qualifications (RFQ) has been issued to redevelop the headquarters of the Employment Development Department (EDD) at 800 Capitol Mall, the EDD Solar Building at 751 N Street, and the State Personnel Board Building at 801 Capitol Mall.

DGS was honored with a 2023 PCI Design Award in the Best Government and Public Building category by the Precast/Prestressed Concrete Institute (PCI). The department was honored for its work overseeing the design-build for the 1021 O Street State Office Building in Sacramento, Calif.
Under the Project Management and Development Branch, the department’s Real Estate Services Division served as the project manager for the award-winning building.
The PCI Design Awards recognize design excellence and construction quality using precast concrete. In addition, they honor innovative technology and ideas.

DGS has three separate and distinct procurement/contracting responsibilities: |

The DGS Office of Business and Acquisition Services is the procurement and contracting shop for DGS offices and divisions, as well as six client agencies. It is responsible for processing procurements through solicitation, award and execution.

The DGS Procurement Division is the oversight and control entity responsible for setting statewide policy and delegates purchasing authority to California state agencies and departments for goods and services, including IT goods and services. The division offers purchasing services and training, certifies small businesses and issues large-scale procurement agreements for goods and services from which state departments and agencies purchase, including the DGS Office of Business and Acquisition Services.

The DGS Office of Legal Services reviews and approves non-IT services contracts on behalf of DGS pursuant to statute. It also maintains the State Contracting Manual Volume 1. The DGS Procurement Division maintains the State Contracting Manual Volume 2. These manuals provide policies, procedures and guidelines to promote sound business decisions in state contracting.

Please note that the majority of California state purchases are facilitated by the individual state departments making the purchase, not by DGS. A filtered list of each state department and what goods and services they are looking to purchase can be found on CaleProcure.ca.gov.
Statewide Leveraged Procurement Agreement Opportunities
Leveraged Procurement Agreements (LPAs) allow departments to buy directly from suppliers through existing contracts and agreements. LPAs are available to California's state, county, city, special district, education, and other government entities. Structural Plan Review Retainer Contract
The DGS Division of the State Architect is requesting submissions from professional structural engineering firms for a retainer contract that will be used on an as-needed basis for structural plan reviews of various projects identified during the term of the contract for the DSA Regional Offices located in Oakland, Sacramento, Los Angeles and San Diego.
Services may include review of plans and specifications including back check, review of construction change documents, addendums, deferred approvals, alternate designs, revisions and over-the-counter review for California K-12 public schools and community colleges.

Vendors/contractors interested in doing business with DGS should consider becoming a certified Small Business (SB) or Disabled Veteran Business Enterprise (DVBE), because DGS' Office of Business and Acquisition Services follows a strict SB/DVBE First policy. The Office of Business and Acquisition Services is the procurement and contracting shop for DGS offices and divisions, as well as six client agencies. It is responsible for processing procurements through solicitation, award and execution.

Join the Riverside Community College District Procurement Technical Assistance Center on Thursday, February 9 from 8:30 - 10:30 a.m. to learn how to register and get certified as a Small Business or Disabled Veteran Business Enterprise. Once you become certified, you can search for and pursue contract opportunities with California state government as a preferred bidder. We will provide steps, guidance, and resources to assist you through the process.

The U.S. Green Building Council has awarded the 1021 O Street state office building a LEED Platinum Certification.
To achieve LEED certification, a project earns points by adhering to prerequisites and credits that address carbon, energy, water, waste, transportation, materials, health and indoor environmental quality. The 1021 O Street building received a total of 81 points, which exceeds the minimum of 80 points required to achieve Platinum Certification.
LEED certification is a globally recognized symbol of sustainability achievement, and it is backed by an entire industry of committed organizations and individuals paving the way for market transformation. LEED-certified buildings save money, improve efficiency, lower carbon emissions and create healthier environments for the community.

State Allocation Board Meeting The State Allocation Board is responsible for determining the allocation of state resources used for the construction, modernization and maintenance of local public school facilities.
Date: Wednesday, Feb. 22 at 4:00 p.m. Meeting details will be posted in advance of the meeting and can be found on the Office of Public School Construction website.
California Building Standards Commission: Green Building Code Advisory Committee Meeting The California Building Standards Commission produces sensible and usable state building standards and administrative regulations that implement or enforce those standards.
Date: Feb. 8 - 10 This meeting will be held virtually, via Zoom. The agenda and meeting details can be found on the Building Standards Commission website.
