This opportunity is open to all internal King County Career Service employees eligible for special duty.  This position is expected to last until November 2021.

We have an exciting special duty leadership opportunity as the Goods and Services Supervisor for the Procurement and Payables Section in the Finance and Business Operations Division. This position is anticipated to last until November 2021, backfilling for the incumbent Goods and Services Supervisor who is on special duty as interim Strategic Partnerships and Analytics Supervisor.

The Goods and Services Supervisor manages a diverse staff responsible for one or more centralized County administrative functions related to the acquisition and contracting for goods, services, technical services, grant contracts, and other requirements of county departments in the execution of their work.  The Goods and Services Supervisor will work with the Chief Procurement Officer and other Procurement and Payables supervisors to ensure continuous operations of the section, including working with a number of support systems such as Oracle, PeopleSoft, and other databases.  The Goods and Services Supervisor reports directly to the Chief Procurement Officer.

Primary Responsibilities: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  • Act as the Finance Division's representative in providing goods and services acquisition and contracting services to all County departments.
  • Lead, develop, and create a healthy workplace culture.
  • Provide guidance and direction to Leads, buying staff, and support staff.  Establish priorities and work schedules; coach, motivate and evaluate job performance; recommend hiring and disciplinary actions; identify and recommend training needs and provide training.
  • Develop, implement, and maintain County-wide financial and administrative policies to ensure compliance to applicable laws and best practices.
  • Identify and assess projects, programs and financial requirements necessary to carry out County-wide financial management functions.
  • Facilitate process improvement using LEAN principles to provide superior customer service.
  • Enhance systems in response to County finance and management needs.

Desirable Qualifications:
  • Knowledge of state statutes, federal rules and regulations, county code, ordinances and policies.
  • Knowledge of complex financial systems and database applications.
  • Advanced knowledge of purchasing and contracting regulatory environment.
  • Demonstrated leadership experience in procurement.
  • NIGP Certification as Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO).
 
Other Position Information: This is a backfill for an employee on special duty that is anticipated to last until November 2021.  This position is not represented and is FLSA exempt, and therefore not overtime eligible. The job classification for this position is a Finance/Accounting Supervisor.
