As the Acquisition/Relocation Team Lead, you will be responsible for providing technical expertise with acquisition/relocation issues as well as advise and review the work of consultant relocation agents. This position will also approve bids and estimates, help the region deliver its projects in a timely manner in accordance with Federal, State and WSDOT regulatory and policy requirements. This position will perform the following work:

  • Supervise, train and assign work to the Northwest Region Acquisition and Relocation team.  
  • Coordinate the activities of personnel including directing workload priorities.
  • Develop and implement project Relocation Plans for the Region.
  • Assist staff with written correspondence, administrative settlement and condemnation summaries and relocation estimates and requests.
  • Oversee NW Region relocation assistance program in accordance with all applicable state and federal rules and regulations.
  • Resolve complex relocation issues, including working on relocation appeal teams.
  • Prepare and maintain reports to track parcel by parcel status, staff workload and relocation progress.
  • Respond to public and internal department's inquiries with clear and complete answers.
  • Independently negotiate complex real estate transactions including acquiring right of way and purchases for construction contracts.
  • Attend open houses, stakeholder meetings, and public meetings.
  • Assume Unit Supervisor's duties when requested.
 
The successful candidate shall have one of the following:
  • A Bachelor's degree in Business Administration, Real Estate, or related field and 3 years of experience in real estate related fields such as real property appraising, acquisition, relocation, property management, or real estate transactions.
  • 1 year as a PAS4.
  • 2 years as a PAS3.
  • Equivalent combination of education and experience in real estate related fields.
 
In addition to one of the above, candidates are also required to have:
  • Ability to independently conduct specialized and complex real estate acquisition and relocations, including documentation of all transactions.
  • Ability to determine whether or not condemnation is appropriate, Relocation requests are reasonable and documented and prepare recommendations and related public notices, correspondence, and documentation.
  • Interpersonal skills to collaborate with consultant and Headquarters Relocation staff.
  • Excellent oral and written communication skills to communicate clearly and effectively with diverse groups.
  • Ability to understand and interpret written materials.
  • Ability to prioritize projects and balance staff workloads.
  • Ability to solve problems and direct others in problem solving.
  • Ability to train and motivate staff.
  • Skill in responding to conflicting demands.
  • Skill in Project tracking and organizational skills.
  • Skill in communicating with diverse groups.
 
Preferred qualifications include:
  • Expert knowledge of real estate principles and procedures, including eminent domain law.
  • Ability to creatively and independently resolve issues motivate staff to complete assignments expeditiously.  Ability to recognize when negotiations have reached impasse.
  • Ability to interpret and apply complex rules, policies, and procedures for various responsibilities, such as interpreting and applying RCW's, interpreting and explaining complex appraisals, clearing title encumbrances, preparing and processing eminent domain referrals.
  • Ability to establish and maintain effective relationships with diverse populations, including management, property owners, technical staff, and other public agencies, evidenced by work history.
  • Notary Public Certification.
  • Working knowledge of Microsoft Office Suite software (Word, Excel, Outlook, Access).
  • Flexibility to attend appointments and meetings beyond scheduled working hours.
  • A valid driver's license.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
