About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

The Opportunity:
WSDOT is seeking a dedicated real estate professional to join the successful Property Acquisition/Relocation team at our Shoreline office in north Seattle.

The Property & Acquisition Specialist 2 or 3 will assist in negotiating acquisitions needed for highway construction from commercial, residential, agricultural, and industrial parcels. The PAS 2 or 3 acts as the lead agency representative to property owners and the public, coordinating the flow of information and activities between owners and staff from other disciplines for each assignment. Property acquisition and relocation of displacees are among the final activities to be completed before a project can be advertised, therefore delays can significantly impact the project schedule. As the agency's public representative, this role will support the WSDOT mission by developing relationships and providing timely information to stakeholders. We are looking for someone who has an extensive background in real estate with an emphasis in eminent domain acquisition.
 
The successful incumbent will have the drive and initiative to make a difference and be the link between the public and WSDOT's award winning transportation program. What to Expect 
The candidate will perform the following work:

  • Negotiate a variety of acquisitions such as easements, partial and full acquisitions of commercial and residential properties, sometimes involving relocation of owners and tenants.
  • Review and interpret appraisals for property owners; read and interpret right of way plans, highway design plans and assessor's maps.
  • Read title reports and understand the chain of title; recognize the various encumbrances that impact a property, and understand the processes necessary to remove encumbrances where necessary.
  • Assemble working files; maintain complete and up to date diaries, prepare fair offer letters and correspondence, negotiation reports, status reports, and transmittal packages.
  • Track and report on status of assignments weekly or as requested.
  • Contact private citizens, corporate entities, legal representatives, and local and state agencies; and obtain signatures for legal documents and information needed by the department to complete transactions.
  • Assist displaced persons or businesses in the relocation process and provide fair, equitable and consistent treatment that will assure legal entitlements provided by the Uniform Relocation Assistance and Real Property Acquisition Policy Act of 1970 and Washington State law.
  • Conduct public record searches; Read and interpret maps.
  • Attend occasional project open houses and public meetings.
  • Research information for projects and individual assignments, and to resolve specific owner concerns using personal contacts, site inspections, WSDOT support groups and procedural manuals, local public agencies, and electronic resources.
  • Initiate eminent domain proceedings according to agency procedures.
  • Other duties as assigned.
 
 
Qualifications
Property & Acquisition Specialist 2  ($47,552-$63,970)
  • Bachelor's degree in business, public administration, real estate, economics, accounting, or a related field.
  • At least one (1) year experience in real estate activities such as acquisition, sales, leasing, appraisal, title examination, escrow closing, negotiations, property management, leasing or buying commercial real estate, or appraising property for fair market value.
OR
Property & Acquisition Specialist 3 ($56,364-$75,781)
  • Bachelor's degree in business, public administration, real estate, economics, accounting, or a related field AND two (2) years of experience in eminent domain real estate acquisition (or equivalent combination or education and experience)
OR 
 
In addition to the qualifications above, an ideal candidate for this position will also have:
  • Experience in establishing and maintaining effective relationships with diverse populations, including management, the public, government officials, technical staff, and other public agencies.
  • Excellent written and oral communication skills; ability to creatively and independently resolve issues and complete assignments expeditiously.
  • Working knowledge of real estate principles and procedures.
  • Strong working knowledge of Microsoft Office Suite software (Word, Excel, Outlook, Access)
  • Comprehensive understanding of legal descriptions.
  • Valid driver's license.
  • Ability to lift and move boxes, files, and office materials up to 25lbs.

  • Positions with an assigned duty station in King County are eligible for the King County 5% Premium Pay (listed in the salary range). 
  • This position includes an approved in-training plan; therefore, it may be filled at the Property & Acquisition Specialist 2 or 3 level.

Retirement and Deferred Compensation
