​In January 2024, the MBE Ombudsman Unit was started.  Per State and Government Articles §9–303.3, the MBE Ombudsman will 

  • Work with prime contractors, MBEs, and state agencies to resolve issues that arise during contract performance
  • Develop policies and guidance to assist agencies in implementing the MBE Program
  • Oversee data collection of documented nonperformance by prime contractors
  • Conduct trainings for procurement officers, Compliance Officers, and MBE liaisons in units of State government on enforcement of the requirements of Title 14, Subtitle 3 of the State Finance and Procurement Article​

Please submit the following: 
  1. ​Form 1 & 2 as EXCEL sheets (1 file) and the signed signature page 
  2. Contracts Inventory Report as EXCEL sheets (1 file) 
  3. Data entry in the Form 3 Web Portal OR a completed Form 3 Data template EXCEL document(Contact GOSBA for technical assistance)
  4. All backup documentation from both FMIS and non-FMIS users as EXCEL sheets
  5. **NEW: A completed FY2023 Annual Agency MBE Compliance Assessment Report EXCEL workbook and a signed Compliance Report in PDF format
  6. **NEW Summary Statement Process
    1. After the submission of all required annual report documents and once any requested corrections are complete, GOSBA will send a completed Summary Sheet to the person(s) who submitted the report.
    2. The summary sheet, based on final figures matching your units Form 3 data and Form 1 & 2 reports, must be reviewed, signed, and returned to the designated reports email box within 5 business days.

All documentation above is mandatory and must be submitted to the MBEreports.gosba@maryland.gov​​ email box. The 2024 report templates and the 2024 reporting instruction manual are COMING SOON: ​​

FY2025 SBR & MBE Consolidated Strategic Plan 


The strategic plan template has been radically revised and will now be submitted electronically as a Google Form. This mandatory report is in a consolidated format with distinct SBR and MBE sections. It uses  logic to navigate you through the process. For those agencies that participate in both the MBE and SBR programs, a PDF version of the form is provided below so you can coordinate your answers across multiple contributors. 

Each agency should only submit one strategic plan. ​

​**Updated Template Coming Soon for FY2025**

This data, which includes all projected purchases of $100,000 and above for the fiscal year. Keep in mind the forecast is provided to the public and serves as an important tool for the small, minority, women, and veteran business community. Please give the proper attention to this mandatory report by following the instructions and being thorough with your responses.

 ​Quarterly/Monthly MBE Procurement Reporting 

 ​
 
Use the link above to complete quarterly or monthly MBE procurement data reports. Reports are due no later than 30 days following the quarter/month being reported, and should contain data from the start of the fiscal year.
 
Reports should be submitted via email in
EXCEL FORMAT to: MBEreports.gosba@maryland.gov 
 
Quarterly reports are cumulative. No 4th quarter report is due. Instead, the full fiscal year is reported in the Annual Report. Data for the Annual Report is submitted 90 days after the close of the fiscal year being reported.  
 

 

A working knowledge of EXCEL is required to prepare the ​MBE, SBR and VSBE reports. If you are not familiar with this software application, click here to access Microsoft training resources or visit The HUB, Maryland's Learning Management System (LMS), to access a catalog of training classes available to State employees. 

   
To assist agencies using Statewide FMIS, the following link to the ANSWERS database allows certain FMIS standard reports to be downloaded electronically. DoIT launched an updated and enhanced version of ANSWERS in May 2022. If you have not already done so, you may need to create a new login and password.  Read the ​Announcement about the new and enhanced ANSWERS (May 2022) for more information.
