Power of a Job:  We are in search of a Compliance Manager to oversee a compliance team responsible for supporting both the Washington State Paid Family and Medical Leave (PMFL) and Long-Term Services and Support (LTSS) programs. Your ability to effectively and efficiently manage the premium and benefit compliance, enforcement, collections, quality assurance and appeal process for these programs will ensure that Washington state employers and benefit applicants comply with relevant laws, policies, and procedures and ultimately assist in the maintenance of program and trust fund integrity.

Duties

As the Compliance Manager, your primary responsibilities and some of the things you will be doing are:
 

  • Employer Compliance – Managing a team of compliance staff who will review, audit, and investigate employers. You will be responsible for developing the tools, techniques and processes for all operations aspects of the compliance unit. Manage investigation of complaints regarding premium withholding, wage reporting, job protection or other violations of statutory requirements. Manage the awarding of damages in the event of employer violations of the statute, or to employee for certain employer violations.
  • Benefit Fraud and Compliance – Manage the administration of fraud detection tactics and investigate leads. Assign, conduct, and review investigations of healthcare providers and claimants for PFML irregularities and possible fraud. Write, review and implement mechanisms to prevent fraudulent claims.
  • Appeals – Design, review, assign and oversee processes and procedures regarding appeals. Draft, review and provide expert testimony at hearings and/or appeals. Represent the department in all phases of administrative hearings. Implement the administrative hearing decision.. Track cases appealed to the Commissioner's Review Office, Superior Court, Court of Appeals and Supreme Court.
  • Internal Quality Assurance – Manage internal quality assurance (QA) activities, including review of cases/claims for accuracy and against performance/quality metrics. Perform engagement-level risk assessments; establish appropriate and meaningful audit scopes and objectives. Resolve client/customer problems by identifying the issues, determining procedural steps necessary to implement.
  • Team Management and Leadership – Plan, organize, and coordinate complex activities through the supervisory team, clearly communicate expectations to direct reports and unit, delegate work, and manage the results. Plan organize and execute strategic objectives in support of agency business objectives, criteria, methodologies, planning assumptions and resource requirements. Draft and review proposed legislation and write bill analysis. Maintain work relationships with agency management, committees, employers and staff and serve on committees, work groups, and task forces engaged in developing policy initiatives and strategies.
  • Coordination – Coordinate with other ESD programs and other state agencies to provide compliance activities in an efficient and customer focused manner.

Qualifications

Required qualifications:
A Bachelor's Degree in criminal justice, law, public administration, accounting or a closely related field AND Five (5) years of professional experience in one of the following:

  • Auditing or investigating regulated entities.
  • Conducting investigations or analyzing data to detect fraud or other improper actions.
  • Advising senior management on complex areas of law, policy, or procedures
  • Working in a public or private law firm in a compliance or litigation position.

OR a combination of relevant education and/or experience equating to 9 years.
  
The most successful candidates will also have the following skills and/or abilities:
  • Knowledge of the legal framework surrounding agency policies and procedures, and an ability to interpret and implement complex rules and regulations.
  • Strong management and leadership skills. Must delegate responsibility with authority and self-confidence, and can set clear, reasonable expectations.
  • The ability to present clear oral, and written communications in formal and informal settings regarding the PFML and LTSS division to diverse audiences.
  • The ability to work effectively within the political environment and display sensitivity to the public attitudes and concerns regarding PFML and LTSS compliance. 
  • The ability to make presentations to executive management, national organizations and stakeholders, and agency senior leadership about program successes, issues, and best practices.
  • Display leadership during major challenges and compel change to agency beliefs and values, be able to adapt to the environment and provide vision and leadership.
  • Ability to align resources with strategic plan, objectives and initiatives. The ability to plan and budget for future resource requirements for long- and short-term organizational needs of OSIC.
  • The ability to coach, mentor, motivate and train staff to attain maximum productivity.
  • The ability to maintain a clear focus on internal and external customer needs.
  • The ability to take calculated risks in decision making and accept the responsibility for those decisions. Make decisions based upon assessment of relevant data and facts and the business need.
  • Ability to collaborate with internal and external stakeholders.
  
Desired qualifications include:
  • A juris doctorate from an accredited law school in the United States.
  • Prevention and detection knowledge regarding counterfeits, identity theft, fictitious employers, and other victim schemes. Knowledge of advanced investigation and collection techniques and evidentiary rules.
  • Demonstrated understanding of financial and accounting principles and practices.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
