Hi, my name is Brian Frisina, DCYF ESIT Tribal Support Specialist.  Each week, I will provide a key term to help support us all in getting to know our Tribal Nations partners better.

This week’s term is:
Declaration of Indigenous Peoples of the Western Hemisphere.

We are the original peoples of the Western hemisphere of the continents of North, Central and South America. Our principles are based upon our profound belief in the sacredness of all Creation, both animate and inanimate. We live in a reciprocal relationship with all life in this divine and natural order.

Our responsibility as Indigenous Peoples is to ensure the continuity of the natural order of all life is maintained for generations to come.

We have a responsibility to speak for all life forms and to defend the integrity of the natural order.

In carrying out these responsibilities, we ensure that all life in its natural process and diversity continues in a reciprocal relationship with us.

Juneteenth (All)

Juneteenth

Juneteenth is the oldest nationally celebrated commemoration of the ending of slavery in the United States. June 19, 1865, was when the news of the end of the Civil War and President Lincoln’s Emancipation Proclamation reached the enslaved African Americans in Galveston, Texas.

Today, Juneteenth commemorates African American freedom and emphasizes education and achievement. It is a day marked with celebrations, guest speakers, picnics and family gatherings. It is a time for reflection and rejoicing. It is a time for assessment, self-improvement and for planning the future.

Letter to Parents and Memorandum Available on ESIT Website (All)

English and Spanish versions of the Letter to Parents and Memorandum regarding COVID-19 Planning and Waivers are now available on ESIT’s COVID-19 page, on the right-hand side, under Resources.

ESIT is currently in the process of translating ESIT's Letter to Parents into the following languages: 

  • Amharic, Arabic, Cambodian/Khmer, Farsi, Korean, Lao/Laotian, Punjabi, Russian, Somali, Tamil, Telugu, Traditional Chinese, Urdu, Vietnamese

Providers, please share the Letter to Parents with families in your service area.

RFQ Pre-Bid Notice for Potential Early Intervention Provider Agencies Outside of King, Pierce, Snohomish and Spokane Counties (Providers, All)

DCYF will be releasing a Request for Qualifications (RFQ) for ESIT contracts. DCYF plans to release the RFQ in the Washington Electronic Business Solutions (WEBS) system approximately July 1, 2020.

If you are interested in participating in the ESIT RFQ, please ensure your organization is registered in WEBS. Select one of the following commodity Code(s) in WEBS

Up to $15 Billion Available to Providers of Home-Based Services to People with Developmental Disabilities (Providers/All)

On June 9, the U.S. Department of Health & Human Services’ Health Resources & Services Administration (HRSA) announced a commitment of COVID-19 emergency relief funds for Medicaid-reliant providers of I/DD services. Up to $15 billion from the Public Health & Social Services Emergency Fund will be made available to Medicaid-funded providers of Home and Community Based Services for people with intellectual and developmental disabilities. HRSA's announcement indicated that "The payment to each provider will be at least 2 percent of reported gross revenue."
