We are thrilled to welcome Noel Parrish to the ESIT state team as our new Sustainability Manager. This position will provide expert advice and consultation regarding effective resource allocation, distribution, expansion and sustainability for the ESIT program at all levels. This includes supporting us in developing and sustaining systems for maximizing access to available resources such as expanded third party billing.
Noel is a resident of Olympia and has lived here most of her life with her 15-year-old son. She comes to DCYF with more than 14 years of state government administration experience in finance, budgeting, policy, process improvement and organizational development. She is an alumni of The Evergreen State College and holds a bachelor of arts degree in business management. She is also very involved in humanitarian and social efforts regarding food and water sustainability, tribal sovereignty, poverty alleviation and ending human trafficking. She loves gardening and spending time in nature on hikes, fishing, swimming and being with her family.

Hi, my name is Brian Frisina, DCYF ESIT Tribal Program Consultant. Each week, I will provide a key term to help support us all in getting to know our Tribal Nations partners better.
This week’s term is: Turtle Island
For some Indigenous peoples, Turtle Island refers to the continent of North America. The name comes from various Indigenous oral histories that tell stories of a turtle that holds the world on its back. For some Indigenous peoples, the turtle is therefore considered an icon of life, and the story of Turtle Island consequently speaks to various spiritual and cultural beliefs.

Statewide Issued Initial IFSPs have been effected by the current pandemic, but how does 2020 data compare to 2019 data? The graph below illustrates the breakdown across all racial data points that the current DMS collects, encompassing January through June for both 2019 and 2020. Between 2019 and 2020, there was a 29% decrease in Statewide Issued Initial IFSPs (January through June data) with variances across all racial data fields.
