The IT Unit within the Water Quality Program of the Department of Ecology is looking for a GIS Application Developer at our Headquarters building in Lacey, WA.

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations. 
 
Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology.  The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission.

Unit Mission: The ITSO Water Quality Information Services Unit is specifically tasked with providing application architecture, development, implementation, and maintenance support for the Water Quality Program's systems.

What you will do in this position:

You will use Esri, Python, and the Microsoft suite to create and maintain geospatial applications and databases for the Water Quality Program. You will consult with program staff and provide specialized guidance on these applications. Specific this includes:

  • Serving as the technical leader of application development projects, developing and maintaining geospatial applications that provide agency staff, external stakeholders, and the public with information needed to assist with scientific analysis and decision making.
  • Consulting with clients to determine business and system requirements, designing and analyzing solutions, and ensuring the customer is satisfied with the end results so that the Water Quality Program can accomplish their work of protecting Washington's environment.
  • Maintaining the internet and intranet GIS data and documentation. This includes working with the program data stewards and external data providers, and providing a user-friendly interface to inquire about agency GIS data.
  • Serving as the GIS analyst for the Water Quality Program, ensuring that environmental data is analyzed correctly so that program staff can make sound policy decisions.

Qualifications


Required Qualifications:
 
An Associate's degree or higher in Computer Science; GIS applied science OR completion of a two year accredited vocational training program in GIS, programming, information technology or related program  

AND

Two (2) years recent professional level experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online, and ArcSDE products). Experience includes but is not limited to analyzing, designing, implementing, maintaining and/or programming in large-scale and/or organization-wide information systems.

OR

Four (4) years recent professional level experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online, and ArcSDE products). Experience includes but is not limited to analyzing, designing, implementing, maintaining and/or programming in large-scale and/or organization-wide information systems. 



Desired Qualifications: 

  • A Bachelor's degree in Geography, GIS, or environmental science.
  • Four (4) years of professional experience designing and producing analytical tools and cartographic products. This experience can be gained in conjunction with other requirements.
  • Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net MVC, SQL Server, TFS, JSON, RESTful, Web Services, LINQ and HTML5/JavaScript for mobile applications. At least two of the four years of experience should be within the last 4 years.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
