The Opportunity
WSDOT is currently seeking a knowledgeable Transportation Engineer 3 to fill the Safety Management Program Lead vacancy located in the Lacey Traffic Office. In this role, you will lead the safety analysis team in performing highway safety analysis and safety reviews within Olympic Region. This position is responsible for aligning Olympic Region’s highway safety goals with State priorities. Our top candidate must have excellent communication skills as, you will coordinate with the Headquarters Safety Office, Region Traffic Manager and Program Management to develop solutions to improve safety.
 
What to Expect
Among the varied range of responsibilities held within this role, the Safety Management Program Lead will:

  • Lead the Olympic Region’s I-2 Safety Solutions development team, schedule meetings, prepare crash diagrams and exhibits and record input.
  • Develop and present countermeasures for a systemwide approach to address Crash Analysis Locations (CAL) and Crash Analysis Corridors (CAC). 
  • Perform Benefit Cost Analysis and prioritize projects for funding consideration and prepares a Crash Analysis Report for each location.
  • Serve as the Olympic Region Senior Highway Safety Management Technical Expert.
  • Respond to safety requests received from private citizens, public agencies, and WSDOT. 
  • Review safety issues and requests submitted through letters, phone calls, emails, and social media.
  • Prepare written responses for the Traffic Engineer, Traffic Operations Engineer, and the Public Information Office.

Qualifications
This is a Transportation Engineer 3 (TE3) position. However, the hiring manager reserves the right to fill the position at a lower level (TE2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.  If hired as a TE2, the successful candidate must complete the in-training plan and complete a trial service as a TE2 and TE3 before receiving permanent status.
 
At a minimum, this opportunity requires:
  • Two (2) years of experience as a Transportation Engineer 1, Bridge Engineer 1, or equivalent work experience performing civil engineering, traffic engineering, or highway safety analysis for a public agency or a engineering consulting firm. OR
  • Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent. OR
  • A Master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field. 
  • Effective communication skills to correspond with diverse groups utilizing oral, written, and electronic communication methods. 
  • Proven skills to examine, develop, and propose alternate solutions to complex safety issues. 
  • Experience working effectively both individually and within a diverse team environment. 
  • Experience adhering to safety policies and diligence in performing work in a safe manner. 
  • Experience prioritizing workload and managing multiple assignments. 
  • Experience utilizing traffic modeling software, Highway Safety Manual software, or using crash databases to generate reports. 
  • Skills related to computer applications for safety analysis and report writing. 
  • A valid driver s license.
 
To be considered for the highest level (TE3), you must also have one of the following:
  • One (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, Transportation Planning Specialist 2, or equivalent such as working for a public agency or private consultant with a focus on safety analysis and developing countermeasures on public roads and highways. OR 
  • Two (2) years of experience as a safety or risk manager for a large organization, transportation logistics company, or heavy industrial setting where the focus of the position is reducing injury loss to persons and property damage by identifying and applying countermeasures and achieving results.

It is preferred that qualified candidates also have:
  • Knowledge of WSDOT priority programming process or demonstrable experience developing solutions to address safety issues for WSDOT, City, County, or another public agency. 
  • Ability to retrieve, organize, and analyze crash data. 
  • Knowledge of the Highway Safety Manual (HSM).
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.   
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Engineer 3 level, however the in-training plan will allow candidates to be considered as a Transportation Engineer 2, if not qualified at the highest  level.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
