Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT Southwest Region Program Management Office is seeking an accomplished individual to serve as the Program Development and Operations Engineer (TE3) to develop the highway construction program for the region. This position will be responsible for reporting project information out to internal and external customers and administering the work order authorization (fund management) process for projects in the region. This position also coordinates with the project offices to ensure budget, scope, and schedule changes are documented.

What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Coordinate the identification of deficiencies and solution development for projects proposed for inclusion in the Capital Improvement Preservation Program (CIPP) with region and headquarters staff.
  • Responsible for supervising a team to accurately incorporate the final list of assigned projects into the Capital Program Management System (CPMS).
  • Ensure that scoping documentation is complete, and needs are met in accordance with current programming instructions and policies.
  • Analyze CPMS files for completeness and accuracy for all Project/Work item number (PIN/WIN) projects assigned in the construction programs.
  • Assist in reviewing planned and actual expenditure aging and make necessary aging changes in CPMS.
  • Supervise a team to complete the necessary Work Order Authorization (WOA) requests and update the State Transportation Improvement Plan (STIP) for projects as assigned in SW Region for the Improvement (I) and Preservation (P) programs.
  • Set up and track multiple fund sources on complex projects.
  • Resolve issues on complex work orders.
  • Coordinate with Financial Services to properly address work orders with multiple fund sources.
  • Coordinate Region’s reporting requirements for assigned highway construction projects as needed.
  • Coordinate with project managers, communications, and IT staff to assure that up-to-date and accurate information is prepared and delivered for quarterly meeting reports, project web pages, and other project reporting mechanisms.
  • Report project scope, schedule, and budget changes using the current change management process.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Experience operating a computer and computer software to produce reports and other documents.
  • Experience working with numbers including but not limited to utilizing information received from others or pulled from varies data sources to create spreadsheets to determine and convey budget information.
  • Experience in being responsive and timely in response to emails, phone calls, etc.
  • Proficient in Microsoft Office software.
  • Ability to work independently with only general direction and minimal supervision. Uses skills and abilities to complete complex tasks, including deciding which processes to use.
  • Experience learning new software and learning from any mistakes or successes encountered to apply knowledge going forward.
 
Candidates are also required to have one of the following:
  • Two (2) years of experience as a Transportation Engineer 2, Bridge Engineer 2 or equivalent.
  • Certification as an Engineer-In-Training AND one (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2 or equivalent.
Note: A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field can substitute for one year of experience required above.
 
It is preferred that qualified candidates also have: 
  • Three (3) years of project delivery experience in either transportation design or construction.
  • One or more years of supervisory experience
  • Experience providing training to educate and inform managers and staff on current programs and policies.
  • Experience prioritizing a heavy workload in order to meet deadlines.
  • Experience successfully working through challenging and complex issues.
  • Experience using excellent written and verbal communication to effectively work with others.
  • Experience working both independently and collaboratively as part of a team.
  • Experience coordinating with others.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
