Who we are:
The Washington State Conservation Commission (SCC) is a non-regulatory state agency that supports Washington’s 45 conservation districts and designs solutions that meet state and local natural resource needs. Our mission is to conserve natural resources on all lands in Washington in collaboration with conservation districts and other partners.
 
Together, the SCC and conservation districts provide voluntary, incentive-based programs that empower people to practice conservation and ensure healthy natural resources and agriculture for all.
 
The SCC also administers other high-profile and non-regulatory state programs, including the Voluntary Stewardship Program, Office of Farmland Preservation, and the newly created Sustainable Farms and Fields Program. 

What you will be doing:
You will contribute to the agency mission by providing assistance to agency staff and management on day-to-day administrative tasks and ensuring that the support provided meets the needs. You will need to anticipate administrative needs through regular proactive engagement with the staff and managers, seeking clarification of support needs, while working independently and proactively to accomplish tasks and projects as assigned.  You will be responsible for all aspects of the Conservation Commission’s business meetings held (6) six times a year, or more as needed.

Duties

Administrative Support

  • Schedule and coordinate appointments and meetings including preparation and assembly of relevant materials
  • Receive and screen incoming calls, reviews incoming correspondence, distributes priority mail and sorts and routes communications to appropriate staff for action
  • Prepare outgoing mail, including copying, distribution, and filing 
  • Greet visitors and ensure they are provided appropriate access to facility
  • Responsible for follow-up on projects assigned to commission staff by managers 
  • Prepare complex and routine correspondence for the manager's signature
  • Prepare, review, and edit complex policy documents, reports, analysis, and presentations
  • Prepare managers for upcoming meetings and presentations
  • Organize meetings, prepares agendas, reserves conference rooms, participates in meetings and identifies follow-up items
  • Manage timelines and communication plans for all assignments
  • Process and prepare travel authorization and vouchers
  • Coordinate travel requests in accordance with state rules and regulations
  • Able to field questions regarding the preparation of travel reimbursement
  • Provide support with application, web usability, readiness and business analysis tasks
  • Answer questions regarding agency operations, functions, and policies
  • Assist staff to organize and maintain agency filing systems/ agency inventory and surplus
  • Assist in reconciling financial vouchers for the finance team
Administrative Support to the Conservation Commission Members / Business Meeting Coordination
  • Book location(s) for Commission meetings, arranging appropriate hotel and food contracts, lodging reservations for commission members, partners and staff
  • Responsible for all travel logistics, including process commission member travel using TEMS and approves commission member compensation for payroll processing
  • Assist in agenda development, meeting material coordination and set deadlines with staff involved; compile meeting packet for distribution via on line and hard copies for leadership and public guests
  • Take meeting minutes in accordance to Robert's Rules of Order
 *Strong writing skills are a necessity

Communications and Outreach Support
  • Assist with note taking for the Communications monthly group meetings
  • Provide assistance in formatting up to 15 conservation district annual pages
  • Serve as lead of the administration of annual conservation district photo contest and assist in file/records management of social media content
  • Assist in proofreading, editing, reviewing and assembling packets/documents for outreach events
  • Assist with application and web usability, including posting to the website
  • Serve as lead administrator for agency GovDelivery communications system
Performs other duties as required
  • Set-up/tear down of rooms and equipment for various meetings
  • Travel infrequently for brief periods of time (including overnight trips)
  • Serves as the agency represented for Envirothon attending meetings once a month
  • Work independently and in a team environment
  • Work with a varied and diverse client base

Qualifications


REQUIRED:
 
High school graduate or equivalent
AND 
Three (3) years of progressively responsible office/clerical, secretarial, bookkeeping accounting, or general administrative work

 AND

  • Accurately proofread and edit written documents
  • Knowledge of basic administrative procedures, office practices, and correspondence preparation
  • Keyboard or type accurately at a net speed of at least 50 words per minute.
  • Operate general office equipment
  • Possess basic math skills
  • Use a computer and software such as the Microsoft Office Suite (Outlook, Word, Excel, etc.) to create, format, edit, preview, print and save documents

COMPETENCIES – SUPPORT STAFF
  • Computer Programs – Access and move between multiple computer programs such as email, a database, word processing programs and the Internet to search for enter, or update information.  Use word processing and database software at the intermediate level (i.e. create basic documents; use standard functions to select, edit, copy, paste, format, and spell check text to; create tables, table of contents, and indices; create page and section breaks; develop and merge mailing lists and form letters, etc.) Experience using PowerPoint and photo editing software to create presentations and edit digital photos.
  • Filing – Create, use and maintain both paper filing folders and electronic filing systems.  
  • Maintain Records – Document and update information in written or electronic form to maintain accurate and complete records.  Examples: logging requests for information, updating customer accounts, posting data in spreadsheets or databases, etc. 
  • Operate Office Equipment – Operate office machines and equipment such as telephones, photocopiers, fax machines, CD duplicator, digital cameras, PDAs, and printers.
  • Research Skills - Use the Internet and other research avenues to find information or collect data.  Effectively identify, collect and organize data in a way that makes the information most useful for subsequent assessment, analysis, and decision-making.  Accurately document sources.
  • Verbal Skills – Strong verbal skills to communicate effectively with all types of internal and external customers in person, by phone, email, etc.
  • Workload Management - Organize and prioritize work, devoting adequate time and attention to individual tasks.  Works efficiently and handles interruptions appropriately. Transition easily between tasks, responding quickly and efficiently to work requests.        Successfully return to incomplete tasks and continue work with minimal need to become reoriented to the task.  Regularly evaluate progress on tasks and adjust organization, priority, time, method, etc. accordingly.  Remain aware of timeframes and successfully meet deadlines.  If deadlines are in jeopardy, appropriately seek assistance or guidance from the lead worker, supervisor, or manager.  Effectively handle competing priorities and urgent situations, making sound decisions within short timeframes, and taking appropriate action.  Example: answering multiple telephone lines while greeting visitors and updating a computer database.
  • Writing and Editing Skills – Prepare coherent and meaningful reports and minutes.  Necessary for taking accurate meeting minutes and creating documents of distribution.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
