Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking to fill multiple Highway Maintenance Worker positions in Eastern Region, which includes Spokane, Colfax, Davenport & Colville and surrounding areas. We are looking for self-motivated individuals who are mechanically inclined and enjoy working outdoors. The successful candidates will perform a variety of skilled tasks including operating snow removal equipment, repairing roadways, maintaining culverts and catch basins, removing debris, and providing traffic control for these operations. What to Expect
These positions work a 4/10 schedule, with opportunity for overtime. Among the varied range of responsibilities held within these roles, you may:

  • Perform general roadway maintenance activities such as:
    • Asphalt and concrete pavement maintenance and repair.
    • Drainage maintenance including catch basins, sedimentation facilities, and ditches.
    • Erosion and slide repair.
    • Sign maintenance and repair.
    • Guardrail, fence, and impact attenuator installation and repair.
  • Vegetation control, such as mowing or spraying.
  • Perform winter snow and ice removal, which includes operating dump trucks and sanders, as well as hauling sand and gravel.
  • Highway debris removal, including danger tree removal.
  • Safely operate Commercial Driver’s License (CDL) Class A, B and C equipment including trucks up to 54,000 GVW equipped with various maintenance attachments.
  • Design and set-up of traffic control, which includes manually flagging traffic or signing for lane closures and operating attenuator/buffer truck.
  • Perform maintenance and minor repair on equipment and hand tools which includes sharpening power saws and chains, washing vehicles, and greasing tools and equipment, etc.
  • Lead and train others in the absence of the Lead.
  • Effectively use radio, phone, computers, and electronic devices to communicate and document data.
  • Negotiate rough and steep surfaces during the performance of job tasks.
  • Respond to call out emergencies - day, night, weekends, and holidays as needed.
 
Qualifications
These are Highway Maintenance Worker 2 (HMW2) positions. However, the hiring manager reserves the right to fill the positions at the lower level (HMW1 depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At a minimum, this opportunity requires:
  • At least one (1) year of experience performing highway maintenance, roadway construction, heavy equipment operations, or related experience such as farming, timber operations, landscaping, construction, or over the road truck driving.
  • A valid Flagger Card or ability to obtain within 6 months.
  • A valid Class B Commercial Driver’s License, with the ability to obtain a Class A Commercial Driver’s License within 12 months.
  • High school diploma or GED or equivalent.
  • Skills to communicate effectively with diverse groups utilizing oral, written, and electronic communication methods.
  • Computer skills to receive and send email, use the Internet, and enter information into computer programs, forms and mobile technology devices.
  • The ability to work nights, weekends, holidays, and perform emergency call-outs/stand-by.
  • The ability to report in service to assigned duty station within 45 minutes of an after-hours call.
  • The ability to manipulate and transport materials and equipment up to 50 pounds.
  • The ability to traverse uneven and steep winter terrain adjacent to traffic. 
  • The ability to operate heavy equipment in severe weather conditions, including snow and ice events.
  • The ability to climb ladders and work at varying height levels up to 25 feet.
  • The ability to climb in and out of equipment, and work in confined spaces.
  • Experience being committed to safety including proper use of personal protective equipment. 
 
To be considered for the highest level (HMW2), you must also have:
  • A valid Class A Commercial Driver’s License with N endorsement without air brake restrictions with a current medical examiner’s certificate.
  • At least (2) two years of experience performing highway maintenance, roadway construction, heavy equipment operations, or related experience such as farming, timber operations, landscaping, construction, or over the road truck driving.

It is preferred that qualified candidates also have:
  • Experience performing traffic control on multi-lane, high speed, highways.
  • Experience with snow removal and anti-icing operations with plow trucks.
  • Washington State Pesticide Applicator's License.
  • Knowledge of the surrounding area. 

Important Notes 
  • These positions have been approved for in-training. The hiring manager is looking to hire at the Highway Maintenance Worker 2 level, however the in-training plan will allow candidates to be considered as a Highway Maintenance Worker 1, if not qualified at the higher level. 
  • This recruitment will be used to fill multiple Highway Maintenance Worker 2 (in-training) positions in multiple areas throughout the Eastern Region which includes Adams, Ferry, Lincoln, Pend Oreille, Spokane, Stevens, and Whitman counties and surrounding areas. (Specific locations are listed in the supplemental questions).

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
