Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking an engineering technician to perform skilled technical work in support of engineering projects in the Port Angeles Project Engineering Office. In this position, you will serve as lead CADD Operator/Designer and construction documentation support in the office, testing lab, and/or field. This position requires technical capabilities and accuracy in the production of project drawings and exhibits together with the practical applications of engineering concepts and techniques. As the CADD Operator/Designer, you will also serve as a materials tester responsible for performing concrete, asphalt, aggregate, densities, and other material testing and tracking as required. 
 
What to Expect
This position is required to perform field work outdoors, in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.
 
Among the varied range of responsibilities held within this role, the CADD Operator/Designer will:

  • Assist in the development and preparation of project summaries, contract plans, specifications, special provisions, estimates, plans for approval and other engineering documents. 
  • Utilize CADD to prepare preliminary design plans, contract plans and exhibits for public display. 
  • Assisting the field crew with shrub clearing, staking, ticket taking, receiving material and other various tasks.
  • Record daily work observed and performed. 
  • Produce payment notes based on the contractor’s work.
  • Assist survey crew by interpreting, calculating, and checking field notes.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At the Transportation Technician 2 level, one of the following is required: 
  • A high school diploma or GED equivalent AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent experience as a CADD Operator. OR   
  • An Associates degree in civil engineering, surveying, drafting, or other closely related fields from an accredited university. OR   
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields.
 
At the Transportation Technician 3 level, one of the following is required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent experience as a CADD Operator. OR
  • A Bachelor's degree in Engineering. OR
  • Certification as an Engineer-in-Training (EIT). 

In addition to one of the above, the following are also required:
  • Expert knowledge of and two (2) years of experience using computer aided design and drafting (CADD) software.
  • The ability to read and interpret Plans and Specifications.
  • The ability to perform the duties of an assistant inspector on complex construction projects and/or a lead inspector on small construction projects in accordance with industry standards. 
  • Possess skills to establish and maintain a professional, collaborative relationship with co-workers and contractors.
  • The ability to assist in developing professional, functional design documents using industry standards and resources. 
  • Exceptional communication skills, both written and verbal.
  • Possess basic knowledge and understanding of contractor/owner relationships and contract administration.
  • Possess a working knowledge of preparing and reviewing engineering plans and specifications for compliance with established standards.
  • Skills and self-motivation to work independently and prioritize workload and handle multiple assignments.
  • The ability to routinely manipulate and transport up to 35 pounds of various materials/equipment while traversing uneven terrain. 
  • Flexibility to work nights, weekends, and holidays, and perform stand-by.
  • A valid drivers’ license.

It is preferred that qualified candidates also have:
  • Certified as a general inspector within six (6) months of appointment.
  • Possess WSDOT computer aided engineering (CAE) certifications.
  • Possess WSDOT materials testing certifications and proficient in materials testing procedures.
  • The ability to operate Bentley InRoads in accordance with WSDOT standards and resources.
  • The ability to navigate MATs for recording and uploading materials testing reports. 
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.   
  • Core business hours are Monday-Friday, 7:00AM – 3:30PM. Position is not eligible for telework when performing field duties, flexible and/or compressed work weeks may be an option based on business needs.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level, however the in-training plan will allow candidates to be considered as a Transportation Technician 2, if not qualified at the highest level.
  • By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
