The Opportunity
WSDOT is currently seeking multiple versatile engineering technicians to fill vacancies throughout the Olympic Region which includes Project Engineering Offices in Fife, Port Orchard, and Tacoma. In these roles, you will serve as Assistant Inspectors of highway construction projects and members of the survey crew. These skilled technicians will be responsible for inspecting highway contract work, testing materials being incorporated into the projects to assure compliance, assisting with construction and design surveying, and keeping accurate, complete, and detailed field records. By diligent design, inspection, environmental compliance, and materials testing along with complete record keeping, the benefit to taxpayers and the community is maximized.

What to Expect
Inspection work is performed outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.
 
Among the varied range of responsibilities held within this role, the Assistant Designers will:

  • Assist the Project Inspector in all aspects of monthly progress payments on contract estimates, collecting and tracking project material documentations and general inspection in all facets of highway construction.
  • Serve as a material tester performing concrete, asphalt, aggregate, densities, and other material testing and tracking as required.
  • Serve as a CADD operator responsible for creating contract plan sheets utilizing computer aided drafting software.
  • Assist the Design Team Leader by calculating and checking quantities, writing special provisions, and assisting with other design elements as required.
  • Assist in obtaining field data such as inventorying utilities or other items needed for design.
  • Assist Survey Crew Lead in design and construction surveying as needed. 
  • Act as survey chainman and instrument person in the gathering of raw survey data. 
  • Assist in the creation of Digital Terrain Models (DTMs) and Digital Map Models (DMMs) for use in design projects.
  • Perform compliance audits in support of Design Build contracts.
 
Qualifications
These are Transportation Technician 3 (TT3) positions. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At minimum these positions require at least one of the following:
  • High school diploma, GED or equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent experience. OR
  • Three (3) years of experience performing semi-skilled technical engineering work as a Transportation Technician 1 or equivalent experience such as materials tester, assistant inspector, CADD operator, or survey crew member. OR
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or a closely related field. OR
  • An Associate’s degree in Civil Engineering Technology, surveying, drafting or a closely related field. 
In addition to one of the above, the following are also required:
  • Knowledge and understanding of engineering principles, methods, and practices.
  • Knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by the contractor.
  • Skills related to computer applications involving databases, word processing, CADD, and spreadsheets.
  • Skills to clearly communicate technical information to diverse audience both orally and in writing.
  • Experience checking engineering calculations for accuracy and completeness
  • Experience interpreting contract plans and specifications
  • Skills to research and apply engineering standards
  • Demonstrated ability to clearly and concisely document project activities. 
  • The ability to move and transport material testing equipment to include a Nuclear Density Gauge weighing up to 35 pounds. 
  • Certification as a Certified General Inspector within three (3) months of appointment.
  • Certified General Inspector and subsequent Division Certification within six (6) months of appointment.
  • Certification as a Qualified Tester (WAQTC/ACI/WSDOT) within six (6) months of appointment. 
  • The ability to obtain and maintain CESL training and certification through an approved certification class.
  • A valid driver’s license.

It is preferred that qualified candidates also have:
  • Certification as General Inspector and subsequent Division Certification.
  • Certification as a Qualified Tester (WAQTC/ACI/WSDOT). 
  • One (1) year of experience using technical civil engineering principles, practices, and methods. 
  • One (1) year of experience using construction practices and contract administration. 
  • One (1) year of experience and knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by contractors. 
 
Important Notes 
  • This recruitment will be used to fill multiple permanent positions within the Olympic Region which includes Engineering Offices located in Fife, Port Orchard, & Tacoma. 
  • This recruitment may also be used to fill additional positions per business needs.   
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level, however the in-training plan will allow candidates to be considered as a Transportation Technician 2, if not qualified at the highest  level.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
