Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
 
The Opportunity
WSDOT is currently seeking a self-motivated individual to serve as a Transportation Technician 3 (TT3), in our Project Engineering Office in Olympia, WA. The incumbent will perform skilled technical work in support of engineering projects. The TT3 will provide essential support in monitoring contractor's activities during construction and ensuring the project is constructed in accordance with Contract Plans and Specifications. This individual will perform materials sampling, testing, acceptance procedures and assists the project inspectors in performing daily inspection of work performed.
 
In this role, you will perform skilled journey-level work in support of the Olympia Region (OR) Quality Assurance program by testing and sampling construction materials used on WSDOT projects. This position is vital to ensuring that testing, sampling, and documentation of construction materials is accomplished efficiently and accurately while aligning with applicable rules and policies. Our top candidate has a background in construction or is an engineering technician who has exceptional aptitude for attention to detail.
 
What to Expect
This position is required to perform inspection work outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.
 
Among the varied range of responsibilities held within this role, the TT3 will:

  • Perform quality verification sampling and testing for a full range of materials in accordance policies and procedures. 
  • Perform reviews and audits of the Design-Builder’s procedures; assist in reviews and audits of materials documentation to ensure compliance with all set standards.
  • Serve as project materials quality verification performing verification tests and monitoring Design-Builder’s activities.
  • Assist in developing and maintaining tracking tools for materials quantity, verification testing frequencies, materials samples, and test results.
  • Document findings through computer software for project documentation. 
  • Coordinate delivery of samples scheduled to be tested at the HQ Materials Laboratory.
  • Serve as an assistant for office engineer with payment and records documentation.
  • Serve as an assistant to Project Inspectors and Quality Verification Engineers on highway-related construction projects.
  • Use nuclear gauge to test densities of asphalt concrete, surfacing and earthwork.
  • Communicate both orally and in writing, and work in a cooperative and courteous manner with the public, contractors, supervisors, and other department staff.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
To be considered at the Transportation Technician 2 level, one the following are required:
  • High school diploma/GED AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent experience such as roadway construction, design, or inspection, materials testing, surveying, drafting, or plans reading. OR-
  • An Associate’s degree in Civil Engineering or related field.
 
To be considered at the Transportation Technician 3 level, one the following are required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent experience such as roadway construction, design, or inspection, materials testing, or surveying. OR
  • A Bachelor's degree in Engineering. OR
  • Certification as an Engineer-in-Training (EIT). OR
  • A Land Surveyor's license.
 
In addition to one of the above, the following are also required:
  • Knowledge and understanding of engineering principles, methods, and practices.
  • Knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by the contractor.
  • Skills related to computer applications involving databases, word processing, CADD, and spreadsheets.
  • Exceptional communication skills, both written and verbal and experience communicating technical information to multiple audiences. 
  • Knowledge and skills required for checking engineering calculations for accuracy and completeness.
  • The ability to research and apply engineering standards; ability to interpret contract plans and specifications.
  • The ability to clearly and concisely document project activities.
  • The ability to manipulate and transport up to 35 pounds of various materials and equipment.
  • The ability to work in an outdoor environment, traverse steep/uneven terrain in all weather conditions.  
  • Flexibility to adjust work schedule to coincide with contractor activities including the ability to travel as needed, work nights, weekends, holidays, and perform emergency callout/standby as needed.
  • The ability to obtain and maintain certifications for construction materials testing. (Agency assists with training)
  • Certified General Inspector within three (3) months of appointment. 
  •  Subsequent Division Certification or the ability to become certified within six (6) months of appointment.
  • Certification as a Qualified Tester (WAQTC/ACI/WSDOT) or the ability to become qualified within six (6) months of appointment. 
  • A valid drivers’ license.
 
It is preferred that qualified candidates also have:
  • Knowledge of Design-Build and Design-Bid-Build contracting methods.
  • Knowledge of field-testing methods.
  • One (1) year of experience using technical civil engineering principles, practices, and methods.
  • One (1) year of experience using construction practices and contract administration.
  • One (1) year of experience and knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by contractors.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.   
  • This position offers flexible/hybrid remote work options when performing design work; and not eligible for remote work when performing inspection duties.
  • In additional to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
