Elizabeth River - Norfolk Southern #7 Railroad Bridge - Bridge Deviation

 Status Determination

The Coast Guard requested public comment on the particulars of a bridge deviation proposal via MSIB 168-22 on May 2, 2022 related to maintenance on the Norfolk Southern #7 RR Bridge.  Comments were received in response to the proposed bridge deviation and served as the basis for the Coast Guards determination to postpone the proposal until a later date.  The Coast Guard expects an amended proposal to be announced via follow-on MSIB with the following concessions:

  • The deviation request will be delayed at minimum 2 months (earliest start date August 1, 2022 TBD).  Comments expressed concern for the transient population returning from southern locations along the Atlantic Intercoastal Waterway.
  • A 2-hour mid-day opening will be provided.  Comments expressed concern for the limited duration of the scheduled opening for the maritime community (previously 90 minutes).

This announcement serves as final status determination for previously issued MSIB 168-22.  The Coast Guard will announce a new proposal via MSIB incorporating the above referenced concessions.  All comments received were reviewed and considered in making this determination and the initial proposal's potential impact to the maritime community.  Further, comments and concerns aided in the status determination of the proposal and were used to generate and recommend alternative solutions.  The Coast Guard used additional data in this status determination.  The Coast Guard appreciates the feedback received during the comment period and acknowledges the value added in assisting us in reaching our status determination.
