The Opportunity
WSDOT has an incredible opportunity in the Traffic Management Center (TMC) in Tacoma as an ITS Operations Engineer. In this role, you will provide specialist support to the WSDOT Olympic Region TMC and the Region’s Intelligent Transportation Systems (ITS) consisting of FLOW operations, ramp meters, variable message signs, highway advisory radio, toll operations and moveable bridge Supervisory Control and Data Acquisition (SCADA) systems. The individual in this role will apply an in-depth and diversified knowledge of Transportation Operations. This position requires a high-level of independent judgement and decision making as decisions made directly affect the safety and the flow of traffic on the state highways and adjacent arterial roadway systems. The ITS Engineer position is critical in fostering an inclusive and healthy work environment that challenges all staff to be respectful and professional. Our top candidate will be comfortable with working in the field and performing a variety of duties in accordance with WSDOT standards. The right individual must be able to prioritize tasks and process documents quickly; making sure work is done accurately and efficiently. 
 
What to Expect*
This position performs occasionally physical field work. Exposure to hazards such as working near high-speed traffic and large volumes of traffic, traversing rough, steep, and uneven working low to the ground or at ground level and working outdoors in all weather conditions during the day. This position performs work that is often physical in nature and performed primarily outdoors, often next to high-volume, high-speed traffic, at elevated heights above 25 feet over land or water. This position requires the ability to respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week, alone or a part of a team as needed. Rotational night shift work is required.
 
Among the varied range of responsibilities held within this role, the ITS Operations Engineer will:

  • Produce professional ramp meter reports utilizing computer-based programs and/or systems, such as Compact Data Retrieval (CDR) and Microsoft Excel.
  • Program, monitor and analyze ramp meter functionality and parameters, as needed due to changes in traffic patterns.
  • Coordinate with maintenance and construction teams to ensure ITS functionality through various road activities and events.
  • Provide technical oversight by reviewing and assessing the development of ITS design for the scoping and development of ITS plans of both Design-Bid-Build projects as well as Design-Build projects.
  • Review Requests for Proposals (RFP) of Design-Build projects and verifies conceptual plans and design requirements for technical accuracy and ensuring compliance with state/region engineering requirements.
  • Assess traffic management activities and prepares periodic performance reports.
  • Perform traffic data analysis and monitors the performance of toll corridors with WSDOT Toll Division.
  • Operate state-provided vehicle to perform field site visits verifying as-built plans and scope project development sites for future projects and work orders.
  • Apply engineering principles to oversee and perform traffic data retrieval and analysis for assigned operational studies in partnership with region/headquarters traffic design and planning partners.
  • Direct TMC staff to utilize Variable Message Signs, Highway Advisory Radio, and ROADS System to notify traveling public; review and strategize locations of Variable Message Sign and Highway Advisory Sign activation in response to real time conditions or incidents.
  • Work closely and communicate consistently with peer responders (from within WSDOT and other agencies). 
  • Review planned, and unplanned incident, construction, and public service announcement (PSA) messaging; ensure messaging is compliant with the Manual on Uniform Traffic Control Devices (MUTCD) and WSDOT Traffic Manual.

Qualifications
This is a Transportation Engineer 3 (TE3) position. However, the hiring manager reserves the right to fill the position at a lower level (TE2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At a minimum, this position requires the following:
  • Certification as an Engineer-In-Training (EIT) and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience such as Transportation Planning Specialist 3 OR two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience such as Transportation Planning Specialist 3.
  • Skills to read, interpret, and review complex engineering drawings, specifications, for conformance with policies, standards, and procedures.
  • Proven experience in managing multiple projects simultaneously under challenging deadlines.
  • Skills to communicate effectively and professionally with diverse groups utilizing oral, written, and electronic communication methods; this includes in emergent/high stress situations.
  • Experience using electronic equipment such as computers, phones, and other technology that pertains to the operation of the traffic management center.
  • Possession of a valid Traffic Control/Flagging card with experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or obtain Flagger Certification within six (6) months of employment.
  • Experience adhering to safety policies and diligence in performing work in a safe manner.
  • Experience leading crews, providing clear direction, and making good decisions in stressful conditions.
  • Experience working independently and prioritizing workload, with the ability to handle multiple assignments with a high level of attention to detail to ensure work is completed with few to no errors.

It is preferred that qualified candidates also have:
  • Bachelor of Science in Civil Engineering (B.S.C.E). 
  • Engineer-In-Training (EIT).
  • Two (2) years of hands-on working experience with all aspects of TMC Operations.
  • Experience supervising crews, providing clear direction, and making good decisions in stressful conditions. 
  • Strong awareness of the region, access points, landmarks, traffic patterns, potential detour routes, and local Maintenance resources. 
  • Working knowledge of WSDOT freeway management practices and principles to make operational assessments of freeway flow conditions and then derive traffic management strategies and tactics on the fly.
  • Fundamental understanding of the ITS structure and elements around which the Olympic Region TMC is built.
  • Strong understanding of WSDOT ITS Server applications including NG_TMS, NG_WebES, NG_WebVMS, and NG_Snapshot.
  • Knowledge of the "Emergency Response Guidebook" (ERG) as it relates to spill response procedures to protect self, other workers, and the public.
  • Completion of the National Incident Management System (NIMS) Courses in ICS 100, ICS 200, ICS 700, and ICS 800.
  • Knowledge of the Traffic Incident Management (TIM) best practices in accordance with the National Unified Goal (NUG).
  • Knowledge of the Manual on Uniform Traffic Control Guidelines (MUTCD) emergency and standard traffic control procedures, in addition to WSDOT’s M54-44 “Traffic Control Guidelines” publication.

  • The salary range listed includes a general wage increase of 3.25% for all state employees effective July 1, 2022.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Engineer 3 level, however the in-training plan will allow candidates to be considered as a Transportation Engineer 2, if not qualified at the highest level.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
