About WSDOT

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

 

The Opportunity

WSDOT has exciting opportunity for an experienced leader with a strong background in the construction and engineering industry to serve as the Program Development Manager for the Interstate Bridge Replacement (IBR) Program. This bi-state, multi-agency program is currently advancing pre-design, preparing to enter environmental analysis and development of a Supplemental Environmental Impact Statement.  As of March 2022, the two states have allocated $90 million toward program development.

 

This position participates in the program development and delivery of a bi-state design and construction program for the IBR program and is responsible for the strategic planning and leadership necessary to ensure the successful completion of the program. Responsibilities include technical and engineering coordination with ODOT, WSDOT, FHWA, FTA, TriMet, C-Tran, Metro, RTC, City of Portland, City of Vancouver, as well as other stakeholders. The Program Development Manager will provide guidance and manage the following areas of expertise: Contract administration for Intergovernmental Agreements, General Engineering Consultant Agreements, bi-state agreements and multiple PS&Es and RFQ/RFPs; real estate acquisition processes, environmental analysis, permitting and approvals; and program controls and scheduling. You will serve as external multi-agency representative for the IBR Program to the community and both public and private organizations locally and nationwide, when applicable.
 

What to Expect

Among the varied range of responsibilities held within this role, the Program Development Manager will:

  • Manage and lead all Environmental, Right-of-Way, Agreements, Access Management, and Utilities activities required for on-schedule, on-budget delivery of the multi-billion dollar, bi-state, multimodal IBR Program. 
  • Provide policy guidance and oversight of IBR Program’s environmental services through supervision and close coordination of program’s Environmental Manager. 
  • Promote and maintain effective communication within WSDOT, the IBR Program office, the Oregon Department of Transportation, all federal, state, and local agencies, local municipalities, and other stakeholders to assure on-schedule, on-budget delivery of the IBR Program. 
  • Develop and implement efficient and effective strategies to best utilize staff and resources for successful utility coordination, planning, agreements, and relocation activities for on-schedule, on-budget delivery of the IBR program. 
  • Investigate and help resolve any consultant contractual disputes and claims that may arise. 
  • Supervise staff including planning, leading, organizing, and controlling the work performed; assure appropriate and optimum use of the organization’s resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities; maintain the highest standards of personal/professional and ethical conduct and support the States’ goals for a diverse workforce. 
  • Meet with and respond to people outside the organization. 
  • Coordinate program development activities on a multi-jurisdictional program. 
  • Work with consultants in an ongoing manner to ensure deliverables are received on time and within budget. 
  • Work with contractors to ensure delivery of a quality product on time and within budget. 
  • Meet with all agencies and stakeholders to effectively communicate, lead, and represent the IBR Program and is responsible to implement and incorporate feedback into the program. 
  • Responsible for reporting status and progress to program and WSDOT executive and ODOT executives.
  • Select necessary consultants and negotiate contracts including developing scopes of work and budgets with consultants.

 

Qualifications

To be considered for this opportunity, the following are required:

  • A minimum of ten (10) years of experience in program management of public infrastructure and transportation programs.
  • A Bachelor’s of Science in Civil Engineering or equivalent degree field.
  • A valid Driver’s License.
  • Knowledge of management skills, with the ability to apply these principles.
  • Ability to plan workforce needs, perform personnel management, and lead and mentor employees.
  • A strong ability to work with others to solve major changes, disputes, claims and problems.
  • Knowledge of contract administration, managing program delivery techniques, quality management principles and tools, innovative problem solving that incorporates feedback from local stakeholders and the public, contract administration policy, and construction contract law.
  • Excellent written and verbal communication skills, with the ability to communicate complex information to diverse technical and non-technical groups and to build trust with the public and other agencies, build consensus, and facilitate competing interest groups/individuals in solving complex problems. 


It is preferred that qualified candidates also have:

  • Five (5) years of experience in delivering design and construction programs. 
  • A Master’s of Science degree in Civil Engineering or equivalent.
  • A professional registration as a Civil Engineer
  • Previous experience as an Engineering Manager (WMS3) or Program Engineer (WMS3) or equivalent. 
  • Previous experience working with multiple agencies (DOTs, Transit Agencies, Cities, Ports, etc.) both at the regional and state level.
  • Knowledge of highway and bridge construction and construction administration
  • Knowledge of FHWA processes and requirement related to delivering programs in accordance with the federal stewardship obligations.

  • The salary listed includes the general wage increase of 3.25% effective July 1, 2022.
  • This position offers flexible/hybrid remote work options.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
