Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT Office of Equal Opportunity (OEO) is currently seeking an experienced professional to serve as a Small Business Compliance Manager. The incumbent has statewide responsibility for the implementation and monitoring of the Tribal Employment Rights Ordinance (TERO) Program. This civil rights program is unique in comparison to other OEO civil rights programs as it requires long-standing relationships with tribal leaders throughout Washington state. This position coordinates statewide tribal activities and relationships in coordination with the Government Relation’s Tribal Liaison and serves in this capacity when the Tribal Liaison is unavailable. This requires strategic planning and coordinating agency efforts to increase equality (e.g., contracting, procurement, hiring, highway force, etc.) and positive interactions with all tribes. Leading the TERO program demands a mastery of cultural competency, mediation skills, and civil rights programs.
 
As the subject matter expert on the agency’s external civil rights programs, the incumbent also has the statewide responsibility for monitoring and reporting WSDOT's compliance with specific federal and state civil rights requirements. This responsibility extends to cities, counties, transportation planning organizations, transit and airport authorities, and tribal governments who receive federal funds through WSDOT for their transportation projects (collectively known as sub-recipients). The Small Business Compliance Manager is also directly responsible for the implementation and monitoring of the Regular Dealer reviews required through the DBE Program.
 
What to Expect
Among the varied range of responsibilities held within this role, the Small Business Compliance Manager will:

  • Ensure Disadvantaged Business Enterprises (DBE), Minority, Small, Veteran, and Women’s Business Enterprise Program (MSVWBE), Small Business Enterprises (SBE), and Equal Employment Opportunity (EEO) Contract Compliance programs are successfully administered on WSDOT consulting and construction projects.
  • Conduct federal reporting, goal setting, comprehensive compliance reviews, commercially useful function reviews, and attend pre-construction conferences to provide guidance and technical assistance to project staff to ensure the continued success of the afore stated programs.
  • Coordinate the agencies efforts in implementing a successful TERO program through the development of workforce development initiatives, drafting contract language, performing investigations, providing project oversight and support, and collaboration with Native American tribes and leaders. 
  • Serve as a resource to prime contractors and consultants in their outreach efforts to obtain DBE subcontractor participation.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Four (4) years working with design/construction process and contract procurement.
  • Four (4) years of professional experience communicating effectively and facilitating collaboration with a wide variety of stakeholders. 
  • Four (4) years of experience in state and federal diversity and contracting management/compliance and/or experience in public sector procurement processes.
  • Expert cultural competency and mediation skills. 
  • Ability to create strategic plans to support agency priorities and respond to emergency needs. 
  • Exceptional independent and critical thinking skills and ability to generate innovative solutions.
  • A results-oriented, goal-driven approach; works with a sense of urgency. 
  • Flexibility and ability to work in a fast-paced professional environment, as well as open to consistent change.

It is preferred that qualified candidates also have:
  • Degree in Public Administration or Business Administration
  • Five (5) years of experience in policy development and implementation, civil rights, or project management.
  • Previous professional work experience in a local, state or federal government partnership in the transportation industry.
  •  Three (3) years of minority/women/small business program experience.
 
Important Notes

  • This position offers flexible/hybrid remote work options.
  • The schedule for this position is 8:00 – 5:00 Monday to Friday but will require weekend and work after hours.
  • This position requires the ability to travel statewide and stay overnight for multiple nights.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
