SAM.gov grants the Entity Administrator role to the first user to register a non-federal government entity in SAM.gov. When there is an existing Entity Administrator, he or she can invite or assign other users to become an Entity Administrator. Administrator roles cannot be requested. If the previous admin is no longer with the organization or original access to the admin account has been lost, submit an Entity Administrator Appointment Letter (EAAL)(KB0016652) to appoint a new Entity Administrator.

If you are submitting an EAAL, consider the actions that will be allowed and use this information along with your organization’s policies, to make your selection.

An Entity Administrator can perform the following actions for their registration in SAM.gov:

• View the entity’s entire entity registration (KB0041254 ). This includes any entities in the organization’s hierarchy.
• Update and renew the entity registration (KB0016307) and any entities in the organization’s hierarchy.
• Deactivate the entity registration.(KB0017340)
• Create/update/delete Service Contract Reports (SCR)(KB0016963) and BioPreferred Reports (KB0029916).
• Manage and assign which users have roles with an entity.(KB0036075)
• Approve or reject hierarchy registration requests (KB0017320).
