The Opportunity
WSDOT Eastern Region is currently seeking an experienced professional to serve as the Traffic Engineer for Design in Spokane, WA. In this role, you will work closely with the region leadership team, Maintenance Manager, Engineering Managers, and Project Engineers to direct, develop, and deliver the complex functions of traffic design. Items range from extremely rural to highly urbanized freeway systems that include Ramp Meters, Traffic Management Center, CCTV, traffic signal systems, geometric design for operations, modeling, and includes testing and demonstrating new technology for potential use. This position provides leadership to its functional groups in Traffic Safety Operations and Field Assessment, including Work Zone Traffic Control; Traffic Design (signals, illumination, ITS devices, ramp meters, signing); and Traffic Low-Cost Operational Enhancements projects (LCE). This position is a Region champion of practical solutions and Transportation System Management and Operations (TSMO), with a high level of engagement on region project planning and with external partners.
 
What to Expect
Among the varied range of responsibilities held within this role, the Traffic Engineer for Design will:

  • Provide leadership, vision, management, engineering expertise, and oversight of the Eastern Region Traffic Design programs.
  • Execute traffic engineering programs and designs in conformance with all applicable State and Federal policies, and professional standards.
  • Prepare the scoping and programming for the Eastern Region Traffic Office I, P, and Q Programs, and the development of Eastern Region ITS Plan used to develop future programmed projects.
  • Manage scope, schedule, and budget for projects in the I, P, and Q Program. 
  • Direct the development of the Traffic Office I, P, and Q Program projects plans, specifications, and estimates for the installation of all traffic devices. 
  • Ensure all design and operations comply with department directives, standards and policies, and federal regulations/requirements.
  • Determine staff and budget projections to meet current and future biennium workforce needs.
  • Responsible for the delivery of the region ITS program and leads/coordinates with the FHWA, HQ Traffic, region Multi-Modal Planning office and local agencies to develop a region wide ITS plan. 
  • In conjunction with the Traffic Engineering Manager, work with the State HQ Director of Traffic Operations and other Region Traffic Engineers to develop statewide and regional traffic policies for uniformity in decision making and application, including programming recommendations.
  • Apply professional stamp to technical plans, modeling/safety analysis, and documents. 
  • Provide expertise, guidance, and decision making on complex traffic related issues in traffic design, traffic safety operations, traffic analysis and modeling, and safety performance analysis.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Five (5) years of Traffic Engineering experience in Traffic Design, Traffic Operations, and/or Transportation Systems Management and Operations (TSMO) at a senior level. 
  • Three (3) years of supervisory experience. 
  • A Professional Engineering License in the State of Washington or be licensed as a Professional Engineer in another state with the ability to obtain licensure in Washington State within 6 months of employment.
  • Bachelor's degree in Civil Engineering or equivalent degree in traffic transportation related field.
  • Professional and academic based knowledge of Traffic Engineering principles, MUTCD, State and Federal laws, rules, policies, and processes in the areas of traffic operations, design analysis, and safety.
  • Knowledge in management principles, program/project management including workforce projection, resource planning, budget management, and project scheduling.
  • Ability to communicate on complex traffic related issues with diverse range of customer backgrounds to convey ideas and facts using language the recipient will understand.
  • Ability to establish, interpret and apply policies and standards in the traffic design, work zone design, safety analysis, and traffic analysis of transportation facilities for the Eastern Region. 
  • Ability to review/certify/approve technical documents such as traffic analysis reports, traffic signal, signing, illumination, Intelligent Transportation Systems, and traffic control design and PS&E.
  • Skills to communicate both verbally and in writing; speak at public meetings; make decisions; coach, mentor, and train staff; plan short and long range programs; develop strategic direction for a large and growing program and staff.
  • Proven leadership skills to guide, monitor, train, and develop the Region Traffic office staff.
  • A valid driver's license to drive state vehicle to attend meetings, conferences, and conduct field investigations.

It is preferred that qualified candidates also have:
  • Master’s in Civil Engineering - Traffic Engineering emphasis. 
  • Registration as a Professional Traffic Operations Engineer (PTOE).
 
Important Notes 
  • This position requires a Professional Engineers License issued by the State of Washington. License holders from other states will be expected to obtain a WA State PE license within six months of appointment.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
